As a Management Analyst at the GS-0343-11/12 level, some of your typical work assignments may include under supervision:
Facilitates business process discovery activities and implementation of process improvements throughout the organization by delivering solutions that are verified through qualitative practices and measured against key performance indicators. Engages with business process owners and develops plans, activities and actionable solutions to commonly occurring problems related to process inefficiencies.
Conducts business analysis activities consisting of (but not limited to) gathering requirements from stakeholders, documenting those requirements in well-structured documentation, assisting with project management functions, analyzing/testing process issues for possible improvements and suggesting corrective actions. Creates reports and briefings to management on process improvement findings. Collaborates with business units on any other process improvement initiatives.
Reviews proposed systems, equipment and other efficiencies suggested by individual branch managers to ensure that proposals are cost effective and improve overall operations efficiency. Contacts vendors to ensure that the review considers the best suited and most current system or equipment. When appropriate, prepares a report of the results of the research, including a cost analysis, to assist with management decisions on proposals.
Drafts and coordinates completion of memoranda of understanding (MOU) or agreement (MOA); same for inter-agency service agreements (ISA) with external agencies and data partners that result in establishing proper data exchanges with them. Interfaces with internal directorates/divisions for staffing the agreements. Tracks completion and expiration of the documents. Keeps the documents up to date.
Assists headquarters and regions with preparation of new initiatives or new or revised processing policies by providing advice, assistance and necessary cost and production data. Prepares and coordinates the dissemination of notification of system or procedural changes to Agency offices and other agencies that interact with the DMC. Obtains Headquarters approval of local initiatives by preparing formal requests that include clear and concise explanations of what is proposed.
