Provides leadership to a group of Materials Handlers performing a wide array of Library collections related activities. Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Identifies, distributes, and balances workload and tasks among employees in accordance with established workflow, skill level, and/or occupational specialization. Makes adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensures each employee has an integral role in developing the final team product.

Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met. Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation, and communication of work-related information to the supervisor. Estimates and reports to the team on progress in meeting established milestones and deadlines for completion of assignments, projects, and tasks. Ensures all team members are aware of and participate in planning for achievement of team goals and objectives.

Handles or oversees one or more product lines in a Library setting. The primary focus is on the Library's collections in all formats and at all Library locations, but focus is also on related equipment (such as shelving) and collections-related files.

Provides leader support for the Library's off-site storage program. Leads a group of Materials Handlers in performing tasks associated with off-site collections storage. Tasks include: processing collections transferred off-site, including: working in the Ft. Meade tracking system database (Library Archival System) to link items to boxes and boxes to a shelf location at the facility; managing the collections at the Ft. Meade  facility, allocating space, acquiring and shelving newly arriving collections, responding to requests for items stored off-site, and ensuring that the facility  is well managed and collections in their proper locations.

Erects, dismantles and reconfigures collections storage shelving units in all of the Library's buildings both on and off Capitol Hill. These installations include wall hung shelves, work surfaces, standard library shelving, industrial wide span shelving as well as free standing units. 

Operates a forklift truck and other materials handling equipment in the loading and unloading of the Library's materials. Performs daily safety inspections on equipment to identify equipment malfunctions.

Serves as the leader on a team of material handlers involved the daily workflow and special projects, such as a conversion to an automated warehouse or the relocation of a major equipment group. Ensures safe receipt, storage, and movement of collections and associated equipment and supplies. 

Responsible for the orderly relocation of large segments of the Library's general and special collections.

Following agency regulations, coordinates storage and space utilization for a specific product line, commodity, or equipment group, specifically in a library setting, for library collections, supplies and related equipment and hardware. Provides assistance in developing plans for storage and arrangement of collections and related equipment and supplies in accordance with agency regulations that determine the configuration set-up, movement rearrangement. and traffic flow of materials. 

Performs visual and operating checks to determine when tools and equipment should be sent to test, repair, and calibration shops. Ensures that all equipment and tools are in proper working order and appropriate for the job. This includes pallet jacks, power tools, tools used to erect and dismantle shelving, high-bay forklifts and other tools and equipment.

Incumbent is required to operate a vehicle and/or forklift and must have a valid MD. VA, or DC Driver's License and Forklift Operator License.   

PHYSICAL REQUIREMENT:  Duties of the position require the incumbent to lift and carry items weighing up to 40 pounds on a recurring basis. A physical examination is required every three (3) years to perform the work of the position. After an offer of employment has been made and before commencement of duties, the selectee MUST be physically qualified by the Library’s Health Office.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of materials handling and warehouse procedures.**

Skill in operating and maintaining materials handling and warehouse-related equipment and vehicles with safety and dexterity.

Ability to plan and review the work of team members.**

Ability to utilize computer technology in performing warehouse management work.

Ability to lead a diverse workforce.**

Ability to interact and collaboratively work with others.

Ability to communicate effectively other than in writing.

Additional information

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
