Summary

The Office of Information Technology (OIT) supports all aspects of information technology for the SEC and employees. The position is located in OIT's Office of Strategy and Innovation (S&I) in Washington, DC. S&I houses the agency's enterprise AI/ML Program and technology platforms and solutions. S&I leads initiatives and projects to develop and deploy artificial intelligence and other advanced or innovative analytics to support mission-critical activities across the enterprise.

Help

  • Supervises and provides technical leadership and direction to teams of IT staff engaged in the design, architecture, and management of enterprise platforms that enable artificial intelligence and machine learning (AI/ML) and other advanced and next generation analytics solutions, automation, and other capabilities.
  • Designs, builds, implements, and manages scalable AI/ML foundation and infrastructure, including cloud platforms, and computing capabilities, tools, model management, and services for AI/ML and advanced analytics, process automation, and business applications.
  • Works with teams across the organization to build, implement, and maintain re-usable or shared service components of cloud platforms (e.g., Azure, AWS) to enable AI/ML, NLP, and other advanced analytics solutions, automation, and capabilities.
  • Manages and integrates APIs and data sources and pipelines for platform services, tools, and applications.
  • Gathers platform related requirements, interfaces with internal customers and stakeholders, manages platforms and related components or services, and manages platform operation, maintenance, and updates.
  • Oversees and coordinates program activities including process management, platform governance, agile project management, project planning, portfolio management, status reporting, capital planning, project budgets, staffing requirements analysis, and customer engagement and support.
  • Performs supervisory duties, such as performance management, training, awards, and recruitment; and keeps employees informed regarding the policies, procedures, and goals of the Office as they relate to their work on assigned projects.

Qualifications

All qualification requirements must be met by the closing date of this announcement.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education.

BASIC REQUIREMENT:
A. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics
and 6 semester hours were in statistics.

or

B. Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12
hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

or

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics),
and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering;
or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural
anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements
should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in
research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data,
and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple
correlation, analysis of variance, and tests of significance.

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.
SK-17: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 or GS/SK-15 grade level (1) managing or overseeing enterprise platforms enabling AI/ML and advanced analytics or automation solutions and capabilities, and (2) managing or integrating APIs and data sources or data pipelines for platform services, tools, and applications.

This position is classified as Interdisciplinary Professional, to be filled as either Supervisory Mathematical Statistician, SK-1529-17 or Supervisory Statistician, SK-1530-17. The final classification of the position will be based on the qualifications of the employee selected.
