This position is located at Bureau of the Fiscal Service, Fiscal IT Mission Assurance Staff. As an IT Specialist (PLCYPLNR), you will serve as a Mission Support Specialist with responsibility for mission assurance activities related to the CIO Mission Assurance Program including audit preparation and responses, risk assessments, security, and contingency.

Duties

Help

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

  • Collaborate with Senior Managers, Senior Program Managers, Project Managers, Information System Security Officers and staff responsible for carrying out work to ensure accuracy, timeliness, and compliance in all areas of the CIO Mission Assurance Program
  • Ensure the Fiscal Service General Support Systems are compliant and provide regular reports on all areas related to the CIO Mission Assurance Program.
  • Work with peers in the U.S. Department of the Treasury (Treasury) to ensure Fiscal Service's Mission Assurance Program is in alignment with Treasury guidance.
  • Identify critical operational and mission-related requirements and develop program direction necessary to carry out the critical needs of the Bureau.
  • Conduct broad or specific studies on the CIO Mission Assurance Program and CIO functions when relevant and pertinent to the program.

Qualifications

You must meet the following requirements by the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as experience interpreting IT policy to perform work that is related to IT automated systems on an enterprise scale, to ensure internal controls, security plans, and associated documentation are in compliance.

Examples of such experience could include:
-Serving as the team leader or subject matter expert in the areas of IT systems contingency and disaster recovery; or
-Contributing to IT contingency plans and procedures; or
-Providing IT audit or security assessment findings; or
-Conducting analysis of IT disaster recovery plans to assess policy requirements and provide recommendations; or
-Identifying critical IT operations and mission-related requirements; or
-Providing input in drafting IT compliance or information systems security documentation (e.g. systems security plans, risk assessments, disaster recovery plans, business continuity plans or user security guides).

AND
In addition to meeting specialized experience, applicants must have IT-related proficiency in each of the four competencies listed below.
-Attention to Detail, such as monitoring laws, regulations, agency policies, directives, internal controls, and operating procedures to ensure IT compliance.
-Customer Service, such as providing technical support for customer to ensure mission-related requirements are met.
-Oral Communication, such as conducting and participating in briefings and meetings on job-related subjects to peers and leadership throughout an organization.
-Problem Solving, such as providing incident or problem management for an organization.

Specialized Experience: For the GS-11 you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. Specialized experience for this position is defined as experience analyzing business requirements to create solutions that are in compliance with IT policy while working in an IT automated system environment.

Examples of such experience could include:
- Serving as the project team member in the areas of IT systems contingency and disaster recovery; or
-Participating in or assisting with continuity of operations planning, testing, exercises or preparation; or
-Working as part of a project team designing, developing, documenting or implementing a new business process or IT system; or
-Assisting with documenting solutions for customers based on new business requirements by helping translate requirements into technical or process solutions; or
-Participating in project management activities such as documentation development, reporting or approval/review processes for IT systems or projects.

AND
In addition to meeting specialized experience, applicants must have IT-related proficiency in each of the four competencies listed below.
-Attention to Detail, such as monitoring directives, internal controls, and operating procedures to ensure IT compliance.
-Customer Service, such as providing service and resolution to customers.
-Oral Communication, such as making clear and convincing oral presentations.
-Problem Solving, such as assisting with the identification of mission related requirements.

OR You may substitute education for general or specialized experience as follows:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.

Specialized Experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 level in the Federal service. Specialized experience is defined as documentation of IT automated systems processes to support IT continuity.

Examples of such experience could include:
-Assisting with continuity of operations planning, testing, exercises or preparation: or
-Working as part of a project team designing, developing, documenting or implementing a new business process or IT system; or
-Assisting with documenting solutions for customers based on new business requirements by helping translate requirements into technical or process solutions; or
-Participating in project management activities such as assisting with documentation development, reporting for approval/review, processes for IT systems or projects.

AND
In addition to meeting specialized experience, applicants must have IT-related proficiency in each of the four competencies listed below.
-Attention to Detail, such as reviewing work to ensure compliance.
-Customer Service, such as assessing the needs of customers.
-Problem Solving, such as identifying problems and to make recommendations.
-Oral Communication, such as sharing knowledge and expertise with other team members in technical areas for workgroup effectiveness.

OR You may substitute education for general or specialized experience as follows:
Master's degree or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.
