This position is located within the Department of the Interior, Office of the Secretary (OS), Office of the Assistant Secretary - Policy, Management and Budget (PMB), Office of the Associate Chief Information Officer (OACIO) In Washington DC or Lakewood, CO.

At the full performance level (GS-15) the major duties of this position include but are not limited to the following:
1. Ensures compliance with the Department of the Interior (Department's) policies, procedures, and plans related to records, privacy, and Freedom of Information Act throughout the OS. Oversees and ensures the effectiveness of these programs throughout the OS.

2. Stays current in new technologies and platforms; identifies emerging technologies for adoption, integration and introduction within the Department to ensure IT capabilities respond to the needs of the enterprise's mission objective while minimizing duplication.

3. Serves on, as assigned, Departmental planning and policy-making committees; supports the development of Department-wide technology standards, governance processes and performance metrics to ensure IT delivers value to the enterprise.

4. Exercises full management authority and conducts both annual and multi-year planning.

5. Allocates, controls, and ensures efficient use of OACIO resources including, but not limited to, funds, personnel, and property.

6. Reviews and evaluates operations to make work assignments; assesses and enhances program and policy efficiency and effectiveness; makes, coordinates, and/or recommends improvements.

7. Interviews candidates and makes selections for supervisory, nonsupervisory and team leader positions. Develops performance standards, ensuring equity among subordinate performance standards and rating techniques.

8. Evaluates work performance; serves as reviewing official for performance evaluations completed on nonsupervisory employees by division managers; and resolves serious work-related problems or complaints.

9. Makes decisions on work problems and on training costs that are costly, non-routine, or controversial. Approves within-grade increases, extensive overtime, and travel expenses. Approves personnel awards/bonuses and changes in personnel management actions.

10. Provides direction and guidance in establishing a commitment to diversity, and sensitivity for equal employment opportunity. Evaluates organizational effectiveness in terms of expectations for positive achievement in affirmative action and workforce diversity initiatives.

11. Monitors, coordinates, evaluates, and provides top-level guidance and direction to the performance of IT programs. When necessary, and with the agreement from the ACIO, makes changes to OS's practices and procedures in order to achieve required or desired organizational goals.

OS has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Note: This position is subject to both pre-employment and random drug testing as a condition of employment. Applicants will not be appointed to the position if a verified positive drug test is received.

Salary Range Information GS-15:
Washington, DC: ($155,700 - $183,500) per annum.
Lakewood, CO: ($151,657 - $183,500) per annum.

First time hires to the Federal government normally start at the lower salary range of the grade level.

This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements: To qualify for this position, you must meet the Basic Requirement AND Specialized Experience for the series/grade to which you are applying.

Basic Requirement: Applicants must have IT-related experience demonstrating each of the four competencies listed below. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

Specialized Experience: To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Assisting with the development and implementation of processes and procedures that directly impact both business process and information technology transformations. 2) Organizing, planning, and executing projects while working within restraints such as budgets and schedules. 3) Analyzing data and trends to identify objectives and establish short and long-term goals. AND; 4) Representing an organization during meetings and conferences and collaborating with stakeholders. Must meet all.

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior. If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check.
