Managerial assignments covered by this program are in the 0089, 0301, 0341, and 0343 series. Assignments will be made at the IR-03 through IR-05 levels.

WHAT IS THE FRONT-LINE READINESS PROGRAM?
The Front-Line Readiness Programs offers well qualified individuals the opportunity to receive structured professional leadership development and experience. During the twelve (12) month training and development program, all candidates will participate in a pre-classroom orientation, complete online courses, complete Career Learning Plans, and attend leadership-training classes (on-line virtual and/or face-to-face budget permitting) and participate in a variety of developmental assignments. In addition, candidates will be assigned a mentor and receive one two-week shadow assignment and a 60-day minimum developmental acting assignment. This acting assignment may result in a temporary promotion. No further competition will be needed for any temporary promotions to a Front-Line Manager position if more than 120 days for those selected under this announcement. While on an acting assignment, you may advise/counsel employees, complete performance appraisals, control workload flow, set goals timelines and completion schedules.

While on acting assignments as a Front Line Manager you may:

  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action.
  • Give advice, counsel or instruction to employees on work and administrative matters.
  • Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions.
  • Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate.
  • Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases.
  • Identify developmental and training needs of employees, providing or arranging for needed development and training.
  • Initiate ways to improve production, work processes and/or to increase the quality of the work directed.

  • Candidates not meeting the Leadership Readiness Program requirements at the end of the first year may be extended in the program for up to an additional year to complete the necessary training/development activities. During the program, candidates whose performance and progress do not merit continuing in the program will be released from the program.
  • Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
  • Subject to a 1-year probationary period (unless already completed).
  • Subject to a 1-year supervisory or managerial probationary period (unless already completed).
  • The employment of any candidate, including a current employee or a new hire, selected for this position will be conditional on obtaining and maintaining a High Risk Security Clearance.
  • Obtain and use a Government-issued charge card for business-related travel.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

To be minimally eligible/qualified for the readiness program you must have at least a fully successful or higher on your current annual performance appraisal and at least one year of specialized experience in your current position and/or position previously held on a temporary or permanent basis which must be equivalent to the next lower level payband in the normal line of progression for leadership readiness position to which you are applying. A developmental assignment involving a temporary promotion will require the candidate to meet the specific qualifications for that position.

TEMPORARY DEVELOPMENT ASSIGNMENT (PROMOTION) WHILE IN THE READINESS PROGRAM:

To be qualified for a temporary development assignment (promotion) to a Front-Line manager position, while in the readiness program, your experience should be sufficient to demonstrate:

  • Experience with management techniques, methods, theories, principles and labor relations concepts, to assure optimum utilization of personnel, equipment and space for the accomplishment of all program objectives with combined technical and administrative oversight;
  • Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled;
  • Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources);
  • Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.

TIME AFTER COMPETITIVE APPOINTMENT:
By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" or Status applicants.

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.   • GEOGRAPHIC AREA OF INTEREST/MOBILITY: Nationwide mobility is not a prerequisite for selection into the Readiness Program, however, future competitive selection into a permanent manager position will require a reasonable degree of mobility. Manager vacancies can arise anywhere in the country and it is to the applicant's competitive and developmental advantage to be available for a broad range of locations.
