Summary

This position is located in the USDA, National Agricultural Statistics Service in the Methodology Division. The position is a remote position working from a home office with the occasional need to meet face-to-face with stakeholders. The selectee must reside within the National Capital Region. The option to work in one of the Agency offices may also be available.

In this position, you will serve as a senior technical advisor to ensure that surveys are conducted using statistical methodology.

Duties

Help
  • Work with survey team members and commodity specialists in developing statistical input and output specifications for probability surveys.
  • Initiate, recommend and/or introduce new procedures for improving the survey estimates.
  • Work on solutions to problems encountered in the application of statistical theory to the design of surveys, including the evaluation, adoption, or development of techniques and estimating procedures.
  • Plan and coordinate the sampling strategies used in agricultural surveys/censuses, analyze the efficiency of sampling designs, and recommend appropriate action to improve or correct designs.
  • Responsible for editing and summarizing data from assigned surveys/censuses.
  • Provide technical advice and assistance to the Section Head, Branch Chief, Division Director, other Branches of the Division, and to the Field Offices as assigned.
  • Establish and maintain contact with professional associations, other mathematical statisticians, and others concerned with the use of advanced statistical methodology to keep abreast of new developments in statistical theory and related disciplines.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements:
1. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics
OR
2. Combination of education and experience - at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Education: Courses acceptable toward meeting the mathematics course requirement of paragraphs A or B above must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. Courses in mathematical statistics or probability theory with a prerequisite of elementary calculus or more advanced courses will be accepted toward meeting the mathematics requirements, with the provision that the same course cannot be counted toward both the mathematics and the statistics requirement.

GS-12:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience conducting data analysis and nonresponse weighting for surveys to improve quality or efficiency of estimates or forecasts; summarizing mathematical or statistical data for various types of reports; reviewing statistical data; and using statistical disclosure limitation techniques.

GS-13:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience conducting data analysis and nonresponse weighting for surveys to improve quality or efficiency of estimates or forecasts; summarizing mathematical or statistical data for various types of reports; reviewing and interpreting statistical data; and developing and executing statistical disclosure limitation techniques.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
