As a THEATER AEROSPACE OPERATIONS COMMAND AND CONTROL OFFICER (Title 32), GS-2101-13, you will provide advanced technical, instructional, and training support to upgrade skills to obtain maximum performance on all aspects of the Air Operations Center force level weapons system.

Major Duties - This is NOT an all-inclusive list:

  • Participate in budget preparation and administration, coordinating purchasing and documentation and monitoring expenditures.
  • Establish or implement departmental policies, goals, objectives, or procedures in conjunction with members, organization officials, or staff members.
  • Determine schedules, sequences, and assignments for work activities, based on work priority, quantity of equipment, and skill of personnel.
  • Review performance data to measure productivity or goal achievement or to identify areas needing reduction or improvement.
  • Confer with personnel, such as management, quality control, customer, or workers' representatives, to coordinate work activities, resolve employee grievances, or identify and review resource needs.
  • Recommend or initiate personnel actions, such as hires, promotions, transfers, discharges, or disciplinary measures.
  • Participate in management decisions impacting purchase and use of computer hardware, software, and training programs.
  • Conduct or arrange for worker training in safety, operations, or related activities to reduce or eliminate accidents and incidents.
  • Identify principals and requirements to all personnel management actions and decisions ensuring all personnel are treated in a manner free of discrimination.
  • In addition to supervisory responsibility, the incumbent possesses rated or air battle management experience and maintains AOC positional certification.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • In addition to supervisory responsibility, the incumbent possesses rated or air battle management experience and maintains AOC positional certification.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code 709), will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.


Military Grades: Officer - May not exceed the rank of Lt Col.

GENERAL EXPERIENCE: MUST possess experience, education, or training interpreting, explaining, and/or applying a variety of regulations and procedures; experience using computer and automation systems.

SPECIALIZED EXPERIENCE: GS-13 Level - MUST possess specialized experience which includes 36 months experience, education, or training routine and non-routine preflight, in-flight, post-flight, ground or command and control (C2) duties according to specific transportation functions; receives, interprets, extracts, and disseminates relevant data for mission planning or execution; experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems.

SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess specialized supervisory experience for the GS-13 Level, which includes experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.

In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
