Duties

Help
  • Responds to employee and applicant inquiries regarding general hiring procedures and requirements to be followed for various types of staffing actions.
  • Assist employees and managers with on-boarding and off-boarding procedures, performance appraisals, awards, and other HR processes.
  • Initiate requests for medical screening, drug tests, and background clearances.
  • Respond to inquiries regarding employee assistance programs, leave share requests, bicycle and transit benefit, and fitness reimbursement requests.
  • Utilize automated HR systems to complete a variety of personnel actions and associated tasks.
  • Maintain administrative records, including electronic Official Personnel Files (eOPFs) for employees.
  • Initiate and monitor the completion of pre-employment requirements and background clearances for new employees using automated systems.
  • Utilize programs such to Microsoft Word, Excel, and Visio to update and maintain status reports and files.
  • Reviews documents for completeness and accuracy.
  • Gathers and verifies required information to process personnel actions such as awards, promotions, within grade increases, terminations, and other similar actions.
  • Assists HR Specialists with the full range of clerical tasks associated with the onboarding of new employees, tracking training requirements, maintaining case files, and other various HR tasks.
  • Coordinate onboarding and training requirements with Administrative Officers and Supervisors for new employees.

Qualifications

To be eligible, an applicant must be a Recent Graduate who has obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years or other applicable period.

Other applicable period may include: (1) Certain veterans precluded from applying within the timeframe described above due to a military service obligation, shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. However, in no event, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study.

In order to assess you meet a qualified status for this position and to refer you to the hiring manager, the agency must be able to determine that you meet the qualifications based on completed education, specialized experience, and/or both - please be sure to include this information in your resume. To be creditable, experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

To qualify for the GS-5 you must have one year of specialized experience equivalent to the GS-04 level. Examples of specialized experience may include: Providing customer service, answering routine phone/email inquiries from internal/external customers, providing clerical support to staff (such as maintaining files, consolidating reports, etc.). Input and retrieve recurring data using an automated system. Maintaining the confidentiality of sensitive matters. OR 4 years education above high school. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work; OR have an equivalent combination of the type and level of experience and education described above.

To qualify for the GS-6 you must have one year of specialized experience equivalent to the GS-05 level. Examples of specialized experience may include: Providing customer service, answering routine phone/email inquiries from internal/external customers. Researching, and applying basic HR regulations, procedures, and operations to accomplish routine tasks. Processing a variety of personnel actions. Knowledge of and skill using various computer equipment and software equipment to prepare documents, input data, compile and generate reports, and monitor administrative controls.
*As a general rule, education is not creditable above GS-5 for this job series; however, graduate education may be credited if the graduate education is directly related to Human Resources.

Physical Demands: Work is mostly sedentary, may require short periods of standing, carrying light items such as employee files.

Work Environment: Work area is adequately lighted, heated, and ventilated. Involves everyday risks in an office setting that require normal safety precautions.

Additional information

This is an excepted service, developmental experience appointment expected to last only 1 year under the BLM Pathways Recent Graduates Program. The BLM will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment. The agency may noncompetitively convert a Recent Graduate who is a U. S. citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the BLM's 1 year developmental program and meets the OPM Qualification Standards for the targeted occupational series.
