This position manages the activities of the FSS and oversees the planning, direction, and timely execution of high visibility FSS programs. Incumbent makes technical and executive decisions for the squadron in all areas of functional responsibility.

Duties

Help

Directs, plans, organizes, and oversees the activities of the Force Support Squadron (FSS).

Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.

Makes comprehensive assessments and evaluations of program goals/objectives which provide a basis for long-range planning to enhance the management support capabilities of the FSS.

Represents the Force Support Squadron with a variety of installation organizations and outside agencies.

  • This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
  • Key position IAW AFI 36-507 Duties are essential to the accomplishment of wartime/contingency operations. Incumbents must be removed from their military recall status if alternative for filling of the position during an emergency are not available
  • This is a 36-month assignment, permanent FORCE SUPPORT KEY CAREER POSITION.
  • Mobility is required as a condition of employment. Employees must sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of employment.
  • Desired Quality Ranking Factors include: completed bachelor or master?s degree, completed professional military education such as ACSC, Air War College, supervisory experience, relevant specialized experience, and geographic /organizational mobility
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes (1) serving as a strategic advisor on issues involved with military and civilian personnel, manpower, and services available to installation personnel; (2) directing short and long ranges programs to address a broad range of community needs and interests; (3) managing force development programs and identifying training and growth opportunities

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of manpower concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of personnel (civilian and military) concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of services concepts, principles, operations, laws, regulations, programs, and practices; and practical knowledge of education, readiness, and budget execution concepts, principles, operations, and practices.

2. Extensive knowledge of the mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance, and participate in the development of goals, objectives, and policies.

3. Knowledge of concepts, practices, and procedures related to developing, planning, budgeting, and coordinating activities, programs, facility programming, contracting, and customer interests and needs.

4. Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures.

5. Skill in managing the work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources.

6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
