Duties

Help

As a Supervisory Technology Transfer and Patent Specialist you will provides supervision and oversight to assigned staff on all matters related to the development and management of technology transfer, intellectual property, patenting and licensing programs and functions.

  • Manages assigned staff in the processing of the workload of the office, including working closely with intramural and extramural staff and Federal, industrial, and academic scientists in originating, drafting, and negotiating complex cooperative research and development agreements (CRADAs), Clinical Trial Agreements (CTAs), Material Transfer Agreements (MTAs), Employee Invention Reports (EIRs), Confidentiality Agreements, and other pertinent agreements that meet NCATS research priorities.
  • Interpret laws, regulations, policies and procedures, particularly those related to the implementation of Federal technology transfer statutes, and other related matters.
  • Supervises the development of terms and issues related to licensing and negotiation of collaborative agreements; managing and administering royalties and transfer of research materials; determining appropriate terms for partnerships with the private sector.
  • Translates technology transfer, small business innovation and development concepts into proposed policies and working procedures, and proposes, recommends, and oversees the development and implementation of policies and procedures governing all aspects of OSA programs and functions.
  • Originates, drafts, and negotiates complex CRADAs which document the terms of joint research and development projects.
  • Prepares other agreements, including MTAs, Confidential Disclosure Agreements (CDAs), Clinical Trial Agreements (CTAs), and custom agreements suitable for the desired research project, ensuring that all appropriate provisions are negotiated and included in the agreement.
  • Develops and implements technology transfer initiatives, strategic partnerships and alliances and oversees the development of technology transfer promotional and educational materials and activities for the Center.
  • Provides advice and guidance to program staff in resolving intellectual property issues in a variety of grants and contracts initiatives.
  • Provides independent analyses, interpretation, and evaluation of highly complex, or abstract information on licensing agreements involving competing programs and interests among various research institutes, inventors, legal, technical, and business concerns.
  • Identifies potential collaborators for Center scientists and developing and implementing strategies to increase licensing interest in the Center's inventions.
  • Keeps abreast of developments and innovations in rapidly advancing and changing disciplines of biological science as well as legal precedents, court decisions, legal opinions, and quasi-legal decisions in law, technology transfer policy, and licensing.
  • Prepares and presents operational and management evaluations and reports on technology transfer, technology management, technology transfer agreements, and patents and licensing.
  • Planning work for subordinates, sets and adjusts short-term priorities, and prepares schedules for completing work as well as advising, counselling, and instructing employees on work and administrative matters.
  • Assigning work to subordinates based on priorities, considering the difficulty and requirements of assignments and the capabilities of employees.
  • Evaluates work performance of subordinate employees and supervisors.
  • Plans and leads discussion of issues critical to the effective use of resources, personnel, and to achieving organizational goals.

Qualifications

Basic Qualifications:
In order to qualify for a Technology Transfer and Patent Specialist GS-0601 position, you must have completed a full 4-year course of study in an accredited college or university leading to a bachelor's degree or graduate higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Additional Qualifications
In addition, to qualify for a Technology Transfer and Patent Specialist GS-0601 position at the GS-15 level, you must have 1 year of specialized experience equivalent to at least the GS-14 level in the Federal Government obtained in either the private or public sector performing the following types of tasks: adapting, interpreting, and analyzing complex issues pertaining to the laws, regulations, and policies, applicable to the transfer of intellectual property and/or technology; conducting negotiations with academic, business or other organizations regarding patents and inventions; advising on matters involving domestic and foreign patent rights, policies and procedures; developing strategies to further commercialize development of inventions and proprietary materials into services to enhance public health; and recommending changes to an organization's technology development and transfer program to support advancing research and commercializing technologies.
