As a SUPERVISORY HUMAN RESOURCES SPECIALIST (Title 5) with the Texas National Guard, your duties will include, but will not be limited to:
The incumbent provides management advisory services to all levels of management of situations regarding Human Resources services.
Oversees the development and administration of state rules and procedures adapted from policies prescribed by the National Guard Bureau and the U.S. Office of Personnel Management.
Responsible for the human resources management of employees dispersed throughout the state, engaged in a variety of jobs under the Federal Wage and General Schedule pay systems, as well as military and state pay schedules.
In the absence of the HR Officer, the incumbent of this position may have the overall responsibility for the human resources management major duties and responsibilities.
In addition to supervision, performs work in HR support for military personnel.
Performs other duties as assigned.

Qualifications
Specialized Experience:
To qualify at the GS-12 grade level your resume must include relevant experience with beginning and ending dates of employment reflecting at least one year of specialized experiences at the GS-11 level or the equivalent in the Federal Service or equivalent pay band in the Federal Service, or equivalent private sector which includes: Experience which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Experience in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and Performance Improvement. Experience in executing personnel programs and Human Resources Information Systems. Experience which provided a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or commercial services to include strategic sourcing. Experience in performing personnel program requirements that involve advising supervisors and managers. Experienced in completing accession planning and processing. Experience in classification and/or position management. Experienced in processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures. Experience which provided knowledge of merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Experience applying program policies, directives, publications, and training manuals. Experience which provided a working knowledge of allocating manpower resource budgets or execution procedures. Experience advising on process improvement, best practices, and performance techniques. Experience which assessing program status and advising senior leaders or commanders at all levels.

Education
A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/universityis desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
