Summary

This position is located in GAO's Human Capital Consulting Center (HCCC). The Human Capital Consultant Center (HCCC) directs all aspects of recruitment, classification and hiring process, advising and collaborating with managers to hire quality talent to support GAO's mission in accordance with merit system principles. HCCC works in partnership with GAO managers to make effective use of hiring flexibilities and recruitment strategies to attract and hire a talent and diverse workforce.

Help

As aHuman Capital Consultant, PT-0201-3your typical work assignments may include the following:

  • Provide comprehensive consultant services in strategic recruitment and placement, including conducting job analysis, developing qualification rating factors and guidance on federal hiring regulations and flexibilities.
  • Research and identify trends and developments in recruitment and classification, including developing project plans, gather data, and prepare position papers on the potential or actual impact of these trends and developments and develops plans for the transformation of agency's programs.
  • Advise managers on the appropriate classification and position management of positions and team/unit organizational structures. Complete evaluations and make fine distinctions in the proper crediting of classification factor evaluation levels and allocation of band levels.
  • Participate as a lead member in the formulation, development, coordination, and implementation of projects, programs, and services for recruitment, staffing, compensation, and classification related functions.
  • Develop, deliver, and present formal documents and presentations (e.g. briefing papers, visual presentations, training and informational sessions) related to recruitment, staffing, and classification.
  • Analyze workflows, processes and best practices to create and improve business approaches and recommend ways to streamline processes to improve efficiency and customer service.

Qualifications

You may qualify at the BAND III level, if you fulfill the following qualification requirement:


One year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-13 in the Federal service, (1) performing and managing recruitment and staffing activities using various hiring flexibilities such as; Non-Competitive Hiring Authorities, Student Employment Hiring Authorities, Veterans Employment Hiring Authorities and Direct Hire Authority; (2) researching and applying human resources regulations, laws, and policies related to position management and classification; (3) conducting HR program evaluation and oversight; (4) and providing comprehensive HR advisory services.

Salary range for Locations:
Atlanta GA: $100,553- $160,815
Washington DC: $108,250 - $172,276

Travel and relocation expenses will not be paid for by the GAO.
