The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Works with or assist higher graded specialist in the analysis, planning, organization, technical direction, review, revision, and evaluation learning events of human performance interventions including paper-based classroom training, computer based training and on-line help components of performance support systems and complete performance support systems.
  • Assists higher graded specialist in order to gain knowledge in providing direction and guidance to team members' assigned to instructional materials and related guides, consults with the business unit contacts to determine purpose, audience, and scope of assigned projects.
  • Assists project lead or mentor in revising education objectives, methods and materials based on study results and student performance data.
  • Participates in the determination of sources of information, suitability and educational adequacy of materials and methods; analyzes previous course evaluations and determines the best methods of presentation for the complete course/module.
  • Provides or assists input in planning and developing service wide polices in the instructional materials and interactive media field. Coordinated with customers and set deadlines, Follow up to ensure others are meeting their deadlines and goals.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-9 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience in education and training techniques and methodology for development of courseware, and communication techniques to present and deliver instruction and training; Experience with various data formatting and presentation techniques to support the preparation and presentation of concise, clear instructional screens and help topic screens; Experience with techniques for converting regulatory and procedural language into readily understandable terms, and training systems and computer-assisted training applications.

OR

SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience with education and training techniques and methodology for development of courseware; Experience using Instructional methods and communication techniques to present and deliver instruction, and various data formatting and presentation techniques to support the preparation and presentation of concise, clear instructional screens and help topic screens; Experience with web site development sufficient to discuss and resolve problems with appropriate experts and interpret policies and procedures governing the planning and delivery of web products; training systems and computer-assisted training applications such as ELMS and SABA, and automated systems to provide technology-assisted training support; Experience in analytical and evaluative techniques sufficient to identify, evaluate, and make recommendations.

OR

SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with education practices, and techniques to develop complete training and support courses; Experience with performance support tools to plan and direct the development system components including on-line help and computer based training; Experience with web site development sufficient to discuss and resolve problems with appropriate experts and interpret policies and procedures governing the planning and delivery of web products; Experience with training systems and computer-assisted training applications and automated systems to provide technology-assisted training support; Experience in analytical and evaluative techniques sufficient to identify, evaluate, and make recommendations in resolving complex/novel problems, and with statistical analysis techniques to analyze data, draw logical conclusions, and develop logical information. Experience with negotiation methods and conflict resolution techniques to collaborate in a team environment; and oral and written techniques to develop course material and prepare and deliver briefings.



COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
