Summary

This position is part of the National Archives and Records Administration. This position serves as an expert Web Manager responsible for the development, operations, and/or maintenance of NARA websites. The incumbent leads enterprise wide web design/development efforts with a particular emphasis on NARA's flagship website, Archives.gov, Presidential Library websites, and other websites that are administered by the agency.

Duties

Help

As an Information Technology Specialist (INET), you will:

  • Define, plan, and lead digital design projects based on user needs.
  • Gather, review, analyze, and prioritize requirements in collaboration with business owners, project managers, and technical staff.
  • Define and create page layouts, navigation, and additional web user interfaces that are focused on user needs.
  • Design and build web pages, user interface features, data visualizations, and other digital design elements using a variety of graphics software applications, techniques, and tools.
  • Design, develop, and prototype websites and other digital interfaces.
  • Provide technical support for NARA's public websites, including establishing users account for designated NARA web editors, and troubleshooting website issues that are reported by NARA staff as well as members of the public.
  • Plan and implement user experience research.
  • Establish and enforce design standards and guidelines for NARA's digital products.

The education or experience may have been gained in either the public, private sector or volunteer service. Qualifications

You must meet the following requirements by the closing date of this announcement.

SPECIALIZED EXPERIENCE: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-12 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:

Developing and managing Web content using the Drupal Content Management System;AND

Designing public-facing websites, web pages, or web applications;AND

Collecting, documenting, and/or analyzing user requirements for information technology systems or website development projects (Examples may include; design requirements, functional requirements, business requirements, etc.).

AND

In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
