The Office of Security Cooperation-Iraq builds Iraqi operational and institutional capability through Title 22 security assistance/cooperation activities, targeted reform efforts, and leveraging Unified Action Partners to advance USCENTCOM priorities and U.S. Foreign Policy Objectives.

This position is being filled using the direct hire authority for Financial Management positions.

As a Financial Management Analyst you will be responsible for the following duties:

  • Serve as a Financial Management Analyst administering and executing the Department of State Foreign Military Sales (FMS) Administration Title 22 funds, to include Government of Iraq National Funds, legacy Iraq Security Forces Funds (ISFF), the Foreign Military Financing (FMF) program and International Military Education Training (IMET) funds.
  • Develop spend plans for Title 22 funding accounts, employing various analytical methods, procedures, and historical trends.
  • Advise program managers, and other interested parties, on the status and availability of funds on programs, and all regulatory aspects and financial management processes applicable to their programs
  • Review and analyze DSCA, and Congressional-level policies, guidance and documents to understand their meaning and impact on Security Cooperation operations, programs and funding stream.

Qualifications

You may qualify at the GS-12, if you fulfill the following qualification:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below Experience must be reflected in your resume.

Specialized experience required for this position is:

  • Analyze the results and potential effects of budgetary actions to determine and communicate the implication of key findings on the financial statements.
  • Review and evaluate execution of the financial management program for program performance, compliance with legal, regulatory, and policy compliance.
  • Develop systems, methods, and procedures for financial management of directed programs and reimbursable work, to include a wide variety of funding (such as Department of State, Title 22 Foreign Military Finance, Administrative and Title 22 Foreign Military Sales, Administrative).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

INFORMATION FOR OVERSEAS: Overseas tour of duty is projected to be 12 months, with an option to extend. This is an unaccompanied tour.

- Incumbent may be subject to the 5-year foreign area limitation according to the DoDI 1400.25-V1230, dated 26 July2012.

- Applicants who are currently stationed overseas, must have enough time to meet the initial tour stated above.

Applicants who have returned from an overseas tour and have not been physically present in the United States (CONUS) or Non foreign area for 2 continuous years, may require a waiver. NOTE: If you have not completed 5 years overseas and return to a CONUS assignment, that time spent overseas counts towards the 5 year limitation, unless you have been in the States for at least 2 continuous years.

- Medical Care: Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location.

- Applicants hired from the Continental United States (CONUS) are required to obtain Diplomatic Passports and Visas prior to departure to the overseas area.

- May be subjected to a variety of environmental conditions typical of the overseas areas in which traveling, to include the potential for exposure to acts of terrorism.

- Payment for travel and transportation expenses may be authorized. This includes government paid travel transportation, shipment and temporary storage of household goods, and possibly other entitlements based upon the JTR and agency policy. You may be required to sign a transportation agreement.

The Following Allowances are authorized:
  • Home Leave: Must complete 24 months of continuous service overseas to use
  • TQSA-temporary lodging, meals, laundry/dry cleaning until permanent quarters are available. (if necessary)
  • FTA-Foreign Transfer Allowance (up to10 days allowed within the United States, temporary lodging based off home of record, if necessary)
  • ISMA-Involuntary Separation Maintenance Allowance (if applicable)
  • Danger Pay 35%
  • Post Hardship Differential 35%
  • Embassy housing provided
  • Pay retention may be considered for applicants whose pay would be reduced if selected. Pay retention will NOT be offered as an incentive for employees moving between overseas positions.

Education

Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and DoD Instruction 5132.15, "Implementation of the Security Cooperation Workforce Certification Program". Incumbent must complete DoD SCW Basic-level certification courses within one year.

This is a Key Security Cooperation (SC) position due to the essential nature of the position's duties and responsibilities, which require the incumbent to issue guidance, make decisions, and/or direct SC activities that directly affect the execution of SC programs and activities.

If he or she is not already assigned this certification at this level, the incumbent of this position must obtain this certification within (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26.
