Help

As a HR SPEC (MIL), GS-0201-9, you will provide technical expertise and guidance for all military personnel assigned in the state, and oversee the functions of one of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Standard Installation and Division Personnel System (SIDPERS), or the Personnel Services Section.

  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Applicant must be eligible to become a member of the NYARNG.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain appropriate security clearance within 1 year of appointment.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May occasionally be required to work other than normal duty hours; overtime may be required.

MILITARY REQUIREMENTS: Enlisted Only

GENERAL EXPERIENCE: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE:

Experiences that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level.

Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs.

Education

EDUCATION REQUIREMENTS: Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.

Additional information

Superior Qualifications and Special Needs Pay-setting Authority may be considered for this position. TAG is final approval authority for incentive programs (applicable to newly appointed federal employees or those with a 90 day break in service).

1. For continued employment, the dual status technician employee must obtain and maintain all service specific military requirements in training and education, within the first 12 months of hire into the GS-0201 DTS position.

2. Prior to Title 32 Excepted Service appointment, an applicant's military medical record must indicate a completed and current medical physical, medical profile, and completed/cleared drug test.

3. Prior to Title 32 Excepted Service appointment, must possess and provide a valid federal government- issued identification card as required for military membership.

4. As a basis of continued Title 32 Excepted Service employment/appointment to a GS-0201 position, the employee must complete the Human Resources Program education, training, and certifications for the GS-0201 position as identified on this qualification standard and the employee's Individual Development Plan.

5. The Title 32 Excepted Service employee is subject to adverse actions, to include reassignment to a lower-grade, without pay or grade retention, and/or separation from federal service, when he or she fails to obtain the required education, training, or certifications for the Title 32 DST GS-0201, Human Resources position.

6. As a basis of continued Title 32 Excepted Service employment/appointment to the GS-0201 position, the employee must have and maintain a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.

7. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
