Duties

Help
  • Serves as project manager on projects that involve the identification, investigation, and cleanup of contamination from hazardous substances, pollutants, contaminants in compliance with statute(s), EO and applicable local, state, and gov. policies.
  • Leads multi-disciplinary teams and manages resources in planning, engineering, acquisition, construction, and other supporting activities with decision authority to meet project objectives.
  • Develops scope and requirements based on directives, stakeholder needs, policy and related authorities, and board guidance.
  • Develops communications plans as well as stakeholder engagement plans, integrates stakeholders into project planning, and oversees the development of agreements with stakeholders.
  • Maintains stakeholder relationships, keeping them informed of progress, and assures early identification of stakeholder issues and helps facilitate their resolution.
  • Resolves policy, technical, performance, and quality issues.
  • Monitors, forecasts, and analyzes progress and takes necessary corrective actions.

SPECIALIZED EXPERIENCE:
One year of specialized experience which includes knowledge of a wide range of planning, engineering and construction concepts, principles and practices applicable to complex technical projects and covering the full range of engineering, science, or construction disciplines concerned with the planning, evaluation and design of a variety of environmental restoration, remediation, and mitigation projects; project management in project planning, execution and control of potentially controversial or high visibility projects involving multiple stakeholders, major technical challenges, policy issues, and conflicting stakeholder interests; leading multi-disciplinary project delivery teams (PDTs) and managing resources in planning, engineering, acquisition, construction, real estate and other supporting activities with decision authority to meet project objectives; strong leadership, interpersonal skills and understanding of team dynamics essential to leading multi-disciplinary teams as well as interacting with external organizations and stakeholders; exceptional communications skills with ability to effectively engage with technical personnel, senior military and civilian leaders, stakeholders, the public, and federal, state and local officials and elected representatives; knowledge and skill to review and evaluate the work of team members and engineers through review of project work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
