Help

Functions as a policy advisor for the Workforce Strategy Unit of the CHIPS Program Office's (CPO) Strategy, Technology, and Policy (STP) team. As a member of the Workforce Strategy Unit, the advisor will report to the Director for Workforce Development within the CPO STP team. This advisor will work closely with other members of the CPO to design and implement a workforce development strategy that advances CPO goals.

Specific duties will include:
- Developing workforce-related policies and procedures for the CPO STP team.
- Reviewing CHIPS Act funding request applications for workforce development activities and making recommendations to senior team members for alignment with Department of Commerce and CPO objectives.
- Providing subject matter expertise in some or all of the following: the semiconductor engineering and manufacturing workforces, the facility construction workforce, childcare policies, regional economic development, and sectoral partnerships.
- Engaging with offices at the Department of Commerce, Department of Labor, the Executive Office of the President, and other federal agencies responsible for workforce development activities.
- Engaging with non-government stakeholders on workforce development activities.
- Preparing assessments, reports, and other products required by CPO and the CHIPS Act, as well as related laws and regulations.

Qualifications

Applicants must have one year of specialized experience equivalent to at least the GS-13 level (ZA-III at NIST) in the federal service. Specialized experience is defined as experience working with workforce development programs for a federal agency or multi-national company.

Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.

The qualification requirements in this vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook.
