The Administrative Officer position is located in the Collection Management Division (CMD) (CD) in the Preservation Directorate (PRES) in Discovery and Preservation Services (DPS) in the Library Collections and Services Group (LCSG) at the Library of Congress (LC). This position reports to the Chief of the Division. The Directorate is responsible for: promoting and providing ready access to the general classified book collections of the Library and for other analog and digital collections as assigned; referring requestors to alternate sources when appropriate. CMD is also an inventory management division responsible for: collections control, including effective programs for inventory control, tracking, and accounts management; collections integrity, ensuring the accuracy, retrievability, and preservation of items in collections assigned to the division; collections maintenance, supporting Library wide operations in the areas of major shifting, cleaning collections, and developing recommendations for improving the shelving and storage of Library materials; off-site storage, supporting the program of the Library for serving and maintaining Library collections stored off-site; and collections security supporting the Library’s collections security program by ensuring that items are safe while in storage, use, transit, and (when appropriate) in process.

The Administrative Officer provides administrative coordination and program support to the division and performs administrative management functions for management and staff. The position carries out a range of administrative management duties that requires knowledge of administrative principles, concepts, policies, and objectives for office administration. The incumbent must also have knowledge of DPS's mission services, LCSG Directives, and the applicable LC regulations and agreements, procedures and processes. The position interprets LC administrative, human resources, and financial management policies, as well as LCSG guidance and procedures, and advises managers, supervisors, and staff on an array of administrative matters. 

While performing daily duties, the incumbent is also responsible for ensuring proper handling and security of Library of Congress materials.

Provides a wide range of administrative management functions and control associated requirements for the Division. Applies administrative policies and procedures as well as operating various automated systems to record and process financial transactions, time and attendance, personnel actions, travel arrangements, training needs, and a variety of other administrative processes. The incumbent serves as the Division contact and expert for all relevant Library administrative processes and systems. 

Serves as the Division Timekeeper and the timekeeper for other Preservation Directorate divisions as needed. Monitors time usage recorded for accuracy, resolves issues or discrepancies, answers staff inquiries related to time use and recordation, makes corrections, and performs leave audits. Reviews and applies Library regulations, directives, agreements, and guidance regarding time and attendance matters such as proper use and recordation of time, overtime, compensatory time, sick leave, administrative leave, holiday pay, FMLA, and telework. Provides advice and guidance to supervisors and employees on time and attendance matters to include those that are require outside organization coordination, such as with Health Services Division.

Provides administrative and evaluative support for budget-related processes facilitating annual budget execution. Participates in reviewing past expenditures and needs, and current office needs, plans, and goals to develop budget data and justification for review and approval. Responsible for the execution of specific budget line items including printing, office supplies, IT supplies, and other supporting office management funds.

Guides supervisors and staff within the Division and provides accurate advice on procedures, reports, requirements, and other matters necessary to implement Library policies, directives, and instructions. Provides guidance to Division staff and addresses questions related to office services and new projects. Independently resolves complex program or administrative issues or problems. Serves as an advisor to the Chief on administrative and organizational matters.

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, bargaining unit position.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
