Help

Provides initial contact for individuals entering the library, assisting them with a broad range and complexity of ready reference questions.

Utilizes a wide variety of print and electronic resources and tools to provide the requested information.

Refers complex questions to the medical librarian. Provides basic technical support and troubleshooting to library patrons for software or hardware problems (e.g., password resets, downloading PDF article files, equipment problems).

Instructs and assists Veterans in accessing MyHealtheVet, eBenefits, the Veterans Health Library, MedlinePlus, USAjobs.gov, and other sites.

Provides 1-to-1 instruction on basic computer functions, such as setting up an email account or saving a file. Refers those needing more advanced training to the library's computer instructors.

Responsible for regular shelf maintenance to insure materials are in proper order.

Conducts an annual inventory of books, journals (both print and microform), and audiovisual materials.

Notifies Librarian Manager of missing items. Maintains a master file of the library's serial titles, indicating which volumes and years are available in print, electronic, or microfilm format.

Notifies the Librarian Manager of duplicate entries for weeding decisions.

Responsible for annual review of the General Library's serials holdings titles and newspaper collections.

Suggests title updates, removal, and/or additions to the collections.

Assists patrons with check-out procedures and use of library equipment. Assists borrowers in locating materials in the library.

Answers basic reference questions for consumer-level health information using library reference books and online resources such as the Veterans Health Library and MedlinePlus.

Refers more complex research questions to a librarian catalog and the library's list of electronic databases and journal titles.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday - Friday; 08:00 AM - 4:30 PM or 07:30 AM - 4:00 PM

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/24/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. For a GS-06 position you must have served 52 weeks at the GS-05.For a GS-07 position you must have served 52 weeks at the GS-06.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

GS- 05 Grade Level: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Database Management; Automated and Manual Processes; Compliance standards and copyright restrictions; physical and digital records.

GS- 06 Grade Level: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Database Management; Automated and Manual Processes; Compliance standards and copyright restrictions; physical and digital records; formulating plans for acquisitions development or improved automation services by providing data, gathering usage statistics, and collating frequently asked reference questions or describing problems with particular software.

GS- 07 Grade Level: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Database Management; Automated and Manual Processes; Compliance standards and copyright restrictions; physical and digital records; formulating plans for acquisitions development or improved automation services by providing data, gathering usage statistics, and collating frequently asked reference questions or describing problems with particular software; Experience working with library databases; Communicating on telephone and in person to a variety of hospital staff, patrons and vendors; Maintaining poise and composure when dealing with difficult patrons; Knowledge of a variety of book and journal publishers and the ability to read and pronounce titles of books and journals, including those with medical, foreign words and/or titles; Ability to read and understanding medical subject classification for monographs and other printed material; Understanding of basic medical terminology.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Manual and visual dexterity and mental alertness are important factors. May be required to move and/or shelve sections (6-7 shelves) of books. The work involves regular and recurring physical exertion such as long periods of sitting, standing, bending, stooping and reaching, lifting of moderately heavy (up to 25 pounds) items such as boxes and stacks of books, indexes, etc. May be required to work at a computer terminal for as much as 85% of the day.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
