Duties

Help

The major duties of this position are:

  • Serves as an expert and provides senior level leadership on financial issues, with responsibility for financial policies and fiscal guidance within the Agency and for the TSP. Exercises effective control over the financial resources of the Agency and the Thrift Savings Fund, and ensures that the financial policies and procedures, as authorized by the Executive Director and Chief Operating Officer, are followed within the Agency. Functions as a key advisor to the Executive Director, Chief Operating Officer, and other senior officials on financial management strategies, fiscal controls, and processes. Oversees and manages the development of state-of-the-art integrated financial planning and reporting for the Agency and TSP.
  • Oversees the formulation and implementation of the Agency's budget. Through close collaboration with other senior Agency officials, monitors all aspects of the budget process, including budget formulation, presentation, justification, execution, and compliance. Develops and administers strategic budgetary planning models to measure and project performance in accordance with policy objectives, with emphasis on cost control.
  • Leads and directs all Agency accounting functions pertaining to Agency operations and the TSP. Plans, develops, and implements accounting systems and procedures, and oversees the maintenance of accounting records and reports of financial transactions. Ensures compliance with Generally Accepted Accounting Principles (GAAP). Ensures compliance with applicable standards for necessary interactions with other government agencies, including Treasury Department requirements. Applies financial and accounting concepts to analyze and interpret the impacts and trends of transactions on the financial resources of the Agency, and to identify and resolve problems and potential concerns.
  • Directs and oversees the external auditing program. Manages and coordinates the annual financial statement audit of the Thrift Savings Fund, the mid-year review of the Fund, the statutory audits conducted by the Department of Labor, and any audit conducted by other Government entities such as the Government Accountability Office.
  • Manages and oversees the Agency contracting operations and assists the Agency in executing its mission successfully by effectively and efficiently managing procurements. Develops, recommends, establishes, implements, and maintains procurement policies, regulations, procedures, and procurement-related performance measures. Ensures that all Agency procurements follow established procedures.

  • Background Suitability Investigation. Qualifications

As a basic requirement for entry into the Senior Executive Service, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications and Executive Core Qualifications. Experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or equivalent. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs) listed below.

Note: Current career SES members, former career SES members with reinstatement eligibility, and OPM certified graduates of a SES CDP who have been previously certified by OPM's Qualifications Review Board are NOT REQUIRED to show possession of ECQs in their resume. However, their resume must address the MTQs.

Executive Core Qualifications (ECQ): The following are the five ECQs and their fundamental competencies.

  • ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. (Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision)
  • ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. (Competencies: conflict management, leveraging diversity, developing others, team building)
  • ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)
  • ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)
  • ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)
Mandatory Technical Qualifications (MTQ):
  • Experience and skill in planning, leading, directing, and overseeing a broad range of financial management programs and functions (financial planning, financial analysis and reporting, budget, accounting, contracting, and audit management).
  • Experience in providing expert technical advice, guidance, leadership, and consultation to senior Agency officials on complex and critical financial management programs and issues.
Additionally, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
  • Directing the work of an organizational unit;
  • Ensuring the success of one or more specific major programs or projects;
  • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
  • Supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions.
If your resume does not include these basic qualifications, then you will not be considered further for this position and will not be determined as minimally qualified.

  • Flexible work schedule options. The FRTIB offers three flexible work schedules, the Gliding Schedule, the Flexible 5-4/9 Schedule, and the Maxiflex Work Schedule. All work schedules allow for an arrival time between 6:00 and 10:00 am. Employees on the Gliding Schedule work 8 hours. Employees on the Flexible 5-4/9 Schedule work eight 9-hour days and one 8-hour day in each biweekly pay period, and receive one scheduled day off. Employees on the Maxiflex Work Schedule work between 4 and 10 hours per day, and core work hours apply; the latest departure time under Maxiflex is 8 pm.
  • FRTIB's telework policy allows for up to (3) days of telework per week for eligible positions.
  • Employee Assistance Program (EAP). The EAP provides employees with free confidential assistance for help with personal issues that may be affecting work life. The program also provides consultation to supervisors who are trying to best help an employee with performance and/or attendance problems.
  • Work Life 4 You. The FRTIB provides all employees and their family members with access to the Federal Occupational Health managed referral and information service to assist in dealing with life, family, health, education, work, and finance. This service is provided at no cost to the employee.
  • SES members accrue annual leave at the rate of 8 hours for each full bi-weekly pay period and their annual cap is 720 hours. Annual leave may be used for vacation or other personal reasons. Sick leave may be used when you are ill, when you have a doctor, dental, or optical appointment, or when you need to provide care to an ill family member.
  • Fitness center. The FRTIB employees, at no cost, have access to the fitness center conveniently located on the main level of the building featuring state of the art weight training and cardiovascular equipment.
  • Fitness Membership Reimbursement Program. FRTIB will reimburse employees up to $300 per year for an individual membership fee to a commercial, non-federally sponsored fitness center or virtual equivalent.
  • Extensive training programs and tools supportive of enhancing organization effectiveness and employee development.
  • A monthly transit subsidy for a portion of your commuting costs to help defray the commuting costs of employees who use mass transportation, including commuter bus, Metrorail or Metrobus, or commuter rail systems.

You will be evaluated on the quality and extent of your total accomplishments and experience. Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information submitted within your 5-page resume. Competitive applicants who do not demonstrate in their resume sufficient possession of the Executive Core Qualifications (ECQs), Mandatory Technical Qualifications (MTQs), and SES basic qualifications will be determined ineligible for further consideration.

As part of the "Resume Based" recruitment method, the "Top" group of candidates will undergo the Structured Interview process. Based on the ERB Panel's evaluation, applicants who are determined "Best Qualified" will be referred to the selecting official for further consideration.

Veteran's Preference does not apply to the Senior Executive service (SES).

Once a candidate has been identified for selection, reference checks may be completed. Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
