  • Manages and executes the computer aided design (CAD) program to create and manage record drawings (digital, hard copy library, etc.), current space survey program and new requirements;
  • Develops contract and station drawings, layouts and plans;
  • Develops computer aided design (CAD) drawings (based on field investigations and discussions from integrated project team members) to support construction, maintenance, service, and other functions for the facility;
  • Develops specifications to support construction, maintenance, service, and other functions for the facility;
  • Prepares construction and maintenance contract packages, station drawings, specifications, scope of work, contract schedules and estimates;
  • Services as Contracting Officer Representative (COR) and manages multiple types of contracts;
  • Assist project manager in planning and coordinating trade flow on construction projects to ensure safety and efficiency;
  • Review plans, specifications and estimates to proposed projects, analyzing segments of broader issues, identifying potential problems of a project;
  • Conduct ongoing inspections of assigned projects to determine adequacy of workmanship and materials, alerting the contracting officer to any deviations and making recommendations for corrective action;
  • Performs other duties as assigned.

Qualifications

To qualify for this position at the GS-7 level, you must meet one of the following:

  1. Specialized Experience: At least one (1) full year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to the next lower grade level (GS-6) in the Federal Service. Technician experience includes supervising, leading or performing work involving applying a practical knowledge of the (1) methods and techniques of engineering or architecture and (2) construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices and materials. Qualifying specialized experience includes technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes; Instrument maker or model maker who performed design or development work on devices fabricated. At this level specialized experience should also include experience utilizing computer-aided drafting and design software (i.e. AutoCAD, Revit, BIM, etc.); preparing architectural and structural drawings; and applying knowledge of engineering, architectural and construction concepts, principles, and practices for the design, layout, and construction. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~

Education: Successfully completed one (1) year of graduate education in a field of study directly related to the work of this position, such as engineering, construction, or industrial technology. Additional information

Physical Requirements: The majority of the work is sedentary with occasional physical activity during surveys of worksites or inspections of facilities. While the work may require the lifting of lightweight items under 50 lbs, the work does not require any special physical effort. The work however does require the ability to climb ladders, navigate in spaces such as crawl spaces and mechanical spaces and to safely review all existing and newly constructed conditions.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
