The Product Management Division (PMD) contributes to the mission of the Copyright Office "to foster creativity" by maintaining legacy data processing systems that support the Copyright Office's core functions of registering, examining and cataloging copyright submissions, deposits and documents, and providing information on copyrighted material to the general public. PMD also provides leadership to the Copyright Office in the development and adoption of new technological solutions. Designated the Electronic Copyright System (ECS), this new system will, upon completion, allow the Office to process work more productively, efficiently, and at a lower cost while opening up the process for the first time to electronic commerce and submissions that will provide large additional benefits to the general public.
The Program Analyst is responsible for the overall continual research, planning and management of work activities and processes performed by employees and contractors in support of the various Copyright Office IT programs and projects.
While performing daily activities, the incumbent is responsible for ensuring proper handling and security of all Library and Copyright Office materials.
The Program Analyst has the responsibility to research, plan, organize and oversee the work activities and schedules associated with the implementation of various existing, potential, and new Copyright Office information technology systems and programs.
Duties include ongoing close collaboration with PMD Management, Division Chiefs, and other management personnel on matters of work planning and work ticket completion; process planning and management, and oversight of consultants and contractors procured to assist in technical aspects of the assigned program(s).
In conjunction with stakeholders, researches, plans, coordinates and directs the accomplishment of all functions comprising the program, encompassing difficult and diverse functions or issues that affect critical aspects of the major programs of the Copyright Office. Establishes short- and long-range goals of the program, develops detailed plans for implementing them, and oversees implementation of the goals. Determines if adjustments or changes in objectives or emphasis are needed in program components. Predicts organization demands and recommends reallocation or augmentation of existing resources as necessary.
Conducts periodic and comprehensive evaluations of ongoing functions to ensure that the program meets its stated goals and identifies areas where operational efficiency can be enhanced. Reviews productivity in all areas, monitors problem areas, and oversees implementation of solutions that will eliminate them. Takes actions necessary to maintain or improve the quality and quantity of operational services necessary for program completion.
Directs the capture, reporting, and analysis of statistical data relating to the program's operations and directs or personally performs special studies or projects. Prepares and contributes to reports and other presentations on program planning and evaluation. Designs and conducts a wide variety of comprehensive studies and detailed analyses of complex functions and processes related to program planning and management. Identifies and proposes solutions to program problems that are of major importance to the organization.
