Duties

Help
  • Serves as a senior level subject matter expert and provides technical leadership, coordination, and consultation on preventing and prohibiting safeguarding violations.
  • Receives, reviews, evaluates, coordinates, and responds to allegations of safeguarding violations within USAIDs acquisition and assistance work.
  • Analyzes disclosures or referrals related to misconduct, consulting with other offices within USAID, as well as the Interagency Suspension and Debarment Committee, as necessary.
  • Provides superior and USAID leadership with data-driven analytics on safeguarding through the implementation of a new case-management system and establishing the Safeguarding Unit as the centralized USAID hub for safeguarding allegations.
  • Conducts and coordinates outreach with USAID Missions, B/IOs, and the implementing partner community to improve safeguarding and appropriately respond to allegations of safeguarding violations and other forms of misconduct.
  • Safeguards violations include sexual exploitation and abuse, child abuse and neglect, and trafficking in persons.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Selective Placement Factor of the position. (2) meet the Education Requirement for the series, (3) provide a copy of transcripts for verification, AND (4) meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

SELECTIVE PLACEMENT FACTOR:
Do you have experience supporting an organization's global safeguarding programs providing technical guidance and analysis of acquisition related to enhancing safeguarding functions, integrating best practices in preventing sexual exploitation and abuse, child neglect and abuse, and trafficking of persons?

Basic Requirements:

  • A 4-year course of study leading to a bachelor's degree with a major in any field;
OR
  • At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Completion of all mandatory training prescribed by the head of the agency for progression to GS-15 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Specialized Experience:
GS-15 you must have at least one year of specialized experience at the GS-14 grade level in the field of Safeguarding. Safeguarding refers to the practice of implementing preventative protection and compliance measures for populations who may be at an increased risk for harm across an organization's operations, for the purposes of preventing harm, including but not limited to exploitation, abuse, and violence generally. Candidates preferred with experience on reporting systems and analysis, incident management, and operationalizing effective internal controls to prevent and prohibit misconduct.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Selecting officials will document the job-related reason(s) for qualification determinations in the absence of selective and quality ranking factors.

This position does have a positive education requirement. Therefore, transcripts are required.
