Summary

The Division of Housing Mission and Goals (DHMG) is responsible for FHFA policy development and analysis, oversight of housing and regulatory policy, oversight of the mission and goals of the Enterprises, and the housing finance and community and economic development mission of the Federal Home Loan Banks (FHLBs). In support of FHFA's mission and the Director's responsibilities as a member of the Federal Housing Finance Oversight Board, the Financial Stability Oversight Board, and the Financial Stability Oversight Council, the division also oversees and coordinates FHFA activities. Such activities involve data analyses, market surveillance, systemic risk monitoring, and analysis affecting housing finance and financial markets.
Office of Fair Lending Oversight
The mission of the Office of Fair Lending Oversight (OFLO) is to ensure that the Enterprises and FHLBs operate consistently with the public interest and with sufficient overall risk management by providing fair, equitable, and nondiscriminatory access to credit and housing. OFLO accomplishes its mission by monitoring the Enterprises and the FHLBs for fair lending risk; conducting targeted fair lending risk assessments on their policies, programs, and activities; advising FHFA decision makers on policy matters with regard to fair lending; and advancing equity through its Equitable Housing Finance Program and policy work. OFLO's monitoring and assessments focus on identifying fair lending risks associated with potential discrimination under the Equal Credit Opportunity Act, the Fair Housing Act, the Safety and Soundness Act, and other applicable nondiscrimination laws.
The duties listed below are described at the EL-12 grade level. At grades EL-09 and EL-11 you will perform these duties with varying levels of difficulty and supervision.
Incumbent selected will perform the following duties:
Serves a Policy Analyst, monitors and analyzes the Enterprises' and the FHLBs' fair lending risk.
Gathers and reviews information on programs, policies, and activities for fair lending risk.
Evaluates and assesses information gathered to draw conclusions and make recommendations about fair lending risk.
Documents and develops potential changes to programs, policies, or activities related to fair lending risk.
Develops methods and work plans for conducting overall fair lending risk assessment and to conduct targeted fair lending risk assessments.
Uses knowledge of fair lending risk and potential discrimination under the Equal Credit Opportunity Act, the Fair Housing Act, the Safety and Soundness Act, and other applicable nondiscrimination laws to evaluate programs, policies, and activities.
Prepares or assists in preparing internal and external reports.
Participates in outreach activities to housing finance experts, groups, and stakeholders through meetings, conferences, symposia, and forums to support policy development.
Presents fair lending findings and reports to internal and external audiences.
Works collaboratively with colleagues within and external to the office on projects or working groups.
Monitors how changes in the housing finance industry and economic conditions impact the Enterprises and the FHLBs regarding fair lending risk.
Keeps abreast of developments in housing finance and fair lending by monitoring real estate finance information and marketing, affordable housing trends, and legislative and regulatory developments. Applies information gathered in daily work assignments, as input for program modifications as appropriate.
Ensures the timely development, production, and accuracy of management reports on the housing finance activities of the Enterprises, as appropriate.

In order to qualify for the Policy Analyst position, you must meet the education and/or experience requirements for each grade level described below. Minimum Qualification Requirement for the EL/GS-12 level: To qualify for the EL/GS-12 grade level, you must demonstrate that you have at least 52 weeks of specialized experience equivalent to the EL/GS-11 level in the Federal service or private sector. Examples of specialized experience includes the following:
(1) analyzing mortgage demographic and credit data, sources, presenting issues and recommendation to senior staff; and/or
(2) analyzing and evaluating fair lending issues, performance of a regulated entities and providing recommendations to resolve the issues; and/or
(3) providing technical and policy recommendations regarding performance measurement and enforcement remedies for mortgage related activities; and/or
(4) compiling and analyzing financial information from a variety of technical sources and developing graphic and summarize information in easy-to-understand formats. Note: To qualify using specialized experience your resume MUST demonstrate your ability to perform 2 of the 4 described above.
