Summary

This position is located in the U.S. Department of Agriculture (USDA), Office of the Secretary, Office of Tribal Relations.

The primary purpose of this position is to plan, evaluate, and coordinate a variety of essential business management activities and services for the Office of Tribal Relations (OTR). The incumbent is responsible for assisting the Director with a range of tasks, policies, programs, and objectives.

Duties

Help
  • Analyze and evaluate OTR administrative functions to ensure OTR meets mission goals and operational requirements.
  • Evaluate and recommend ways to improve the effectiveness and efficiency of OTR work operations and programs.
  • Provide coordination for preparation of OTR budget estimates and justifications.
  • Work with OHRM staff to monitor the status of HR actions.
  • Assist with planning office calendars, travel, and tribal consultations.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including selective placement factors, specialized experience, and/or education, as defined below.

Selective Placement Factors (SPF):
-I have extensive knowledge of tribal perspectives; and
-I have worked more than minimally for or with Native Americans/Alaska Native and/or Tribal Nations.

Specialized Experience:
At the GS-7: Qualifying experience for GS-7 includes one year of specialized experience comparable to GS-5 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience planning, evaluating, and coordinating a variety of essential business management activities and services; assisting with a range of administrative and operational management tasks, policies, programs, and objectives; and assisting management in addressing issues, resolving problems, and providing recommendations for correcting or improving overall program management;

or
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

or
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for specialized experience at the GS-7 level as described above.

If qualifying based on education at the GS-7 level, you must submit a complete, legible copy of your college or university transcript(s) with your application to document academic achievements and receive credit.

The salary ranges vary according to the geographic area locality adjustments; therefore, rates advertised represent base pay only as pay will depend upon the selectee's duty location. Please see the 2023 General Schedule (GS) Pay Tables for more information.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:

  • Budget Coordination and Contracting
  • Human Resources, Office Services, and Space Management
