Duties

Help

As a QUALITY ASSURANCE SPECIALIST (TITLE 32), GS-1910-9, you will establish, develop, and implement the Army Aviation Support Facility (AASF) quality assurance and reliability programs.

Major Duties - This is NOT an all-inclusive list:

  • Conduct formal training of quality assurance and quality compliance principles, procedures, techniques, and skills.
  • Review and evaluate quality compliance inspections performed by production units.
  • Recommend corrective actions or changes in inspection methods and work procedures.
  • Perform command directed quality inspections and special inspections for all aspects of aircraft and associated equipment.
  • Perform inspections of maintenance shops for safety and condition of equipment.
  • Investigate equipment failure trends on aircraft airframes and components and systems.
  • Develop the AASF Quality Management Plan (QMP) that documents the management and operational policies and procedures to ensure work processes, products, or services satisfy expectations and quality standards.
  • Develop quality assessment plans to evaluate and improve quality of maintenance production and work processes.
  • Develop local regulations and/or operating instructions for implementation of the quality assurance and reliability program and ensure compliance with procedures.
  • Act as a consultant to higher-ranking personnel on quality assurance/verification matters.
  • Manage technical publications accounts.
  • Monitor aircraft acceptance/transfer inspections, aircraft configurations, and component time-change requirements.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.


Military Grades: Officer/Warrant Officer/Enlisted - May not exceed the rank of MAJ.

GENERAL EXPERIENCE: MUST possess experience, education, or training involving planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items); and experience using computer and automation systems.

SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess specialized experience which includes at least 24 months experience, education, or training, involving principles, techniques and accepted practices of quality assurance work (i.e., the application of statistical sampling techniques sufficient to perform assignments or preparation of technical reports on quality levels to identify specific problems); experience in the application and theory of specialization using applicable publications; and experience in the preparation of technical reports on quality levels to identify specific problem areas and to recommend corrective action.

In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
