Duties

Help

Serves as the facilities planner and sustainment manager for an Armed Forces Recreation Center resort, the Hale Koa Hotel. Utilizes subject matter expertize of civil, electrical and mechanical engineering in carrying out the planning duties that will result in the sustainment of facilities that will meet the operating requirements of each hotel's mission needs. Work is based on the assigned objectives and priorities of the command group. Plans, organizes, and conducts a comprehensive program that integrates a variety of resources such as preventative maintenance, energy management, workflow management, asset management and recapitalization. Reports to the Chief Engineer and provides guidance, assistance, and advice to the General Manager, contracting officers, and various officials of the headquarters command. Coordination of work with responsible parties and delineation of responsibilities is a critical job requirement in order to ensure completion of projects that have a direct impact on guest services and revenue stream.Directs all phases of facilities planning and sustainment to include examination and recommendation for expansion, relocation, or discontinuation or modification of various plans or proposals of significant value related to buildings, grounds and equipment that involve guestrooms, laundry operations, full-service restaurants, snack bars, beverage outlets, banquet rooms and office spaces. Participates in the budget formulation process. Supports the execution of the budget and performs project planning of NAF minor construction, maintenance and repair projects. Reviews justifications, validates cost estimates, resources needed, and completion time. Coordinates actions and briefs on the progress of projects. May at times serve as the contracting officer's representative (COR) and liaison for outside service contracts and agencies. Reviews plans, drawings, concept sketches, work orders and specifications, and performs other associated duties related to technical engineering. Establishes internal systems or procedures that will identify and correct potential problems from occurring. Ensures strict adherence to internal control and Army environmental policy and procedures and requirements.

Qualifications

1. Specialized experience in order to perform the duties as described above.
2. Must be highly skilled and knowledgeable in the maintenance and operations of the mechanical, electrical, and refrigeration systems
3. Must be familiar with budgeting processes, engineering contract options and experience with a standalone engineering environment without support from other agencies.

1. Experience as an administrator who has worked in a large resort/hotel facility in an engineering capacity.
2. Working experience supervising subordinates to include evaluation of work performance and disciplinary actions.
3. Measurable working experience managing complex facility engineering projects.
4. Experience with serving as a Contracting Officer Representative (COR) and as liaison for service contracts and agencies.
