Duties

Help

As a LOGISTICS MANAGEMENT OFFICER (TITLE 32), GS-0346-13, you will manage, plan, organize, and direct AASF logistics operations in support of AASF and supported aviation unit training and flight operations.

Major Duties - This is NOT an all-inclusive list:

  • Administer a sound personnel management program to ensure that personnel in staff, supervisory, and technical positions are highly qualified and motivated.
  • Review overall personnel program within the organization to insure that subordinate supervisors are effectively accomplishing their personnel management responsibilities.
  • Review position description changes proposed by subordinate supervisors and assure accuracy and completeness of position descriptions.
  • Collaborate with the AASF Commander, AASF staff, and supported unit commanders to plan, develop, and implement long and short term plans to effectively use aircraft and flying hours, and to accomplish vital training and operational missions.
  • Assess the impact of changes in or to the flying program and coordinate with operations to ensure that these changes do not exceed AASF logistical capabilities.
  • Review aircraft maintenance and related material support requirements with respect to specific objectives, relative priorities, capabilities, and limitations.
  • Through subordinate supervisors, direct staff and production functions related to aircraft maintenance, production support, material services, ground support, and facility services.
  • Plan, organize, and coordinate day-to-day operations of the AASF logistics support.
  • Integrate full-time support and ARNG unit personnel in optimizing logistics support of aviation units.
  • Coordinate logistics activities across organizational lines to include direct contact with the NGB staff and with counterparts at other AASFs in order to resolve problems affecting logistics capabilities and to ensure timely exchange of pertinent technical, managerial, and mission information.
  • Participate in conferences, seminars, or study groups as the logistics representative for AASF.
  • Prepare for and participate in various types of readiness evaluations.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May occasionally be required to work other than normal duty hours; overtime may be required.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.

Military Grades: Officer/Warrant Officer - Maximum rank MAJ.

GENERAL EXPERIENCE: MUST possess experience, education or training involving judgment and/or analytical ability in the logistics field; and experience using computer and automation systems.

SPECIALIZED EXPERIENCE: MUST possess specialized experience for the GS-13 Level which includes at least 36 months experience, education, or training identifying activities involving logistical support operations; experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan; experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan; experience identifying delays or problems and developing corrective actions; and experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices.

SUPERVISORY EXPERIENCE: MUST possess experience in managing the function of the work to be performed; and experience which includes leading, directing and assigning work of personnel.

In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
