A PRODUCTION CONTROLLER (FLEET MANAGEMENT), GS, 1152, 9, Serves as the program manager for the fleet custodial account, vehicle authorization and utilization programs. Prepares and defends base level submission for central appropriated fund procurement of motor vehicles and other budgetary accounts. Determines, coordinates, and ensures effective fleet utilization; conducts and coordinates vehicle validations, establishes and maintains Mission Essential Levels (MEL), priority vehicle recall listings, and conducts vehicle rotations. Manages, coordinates, and communicates fleet support, status, and utilization issues with unit commanders, National Guard Bureau, and DoD enterprise wide fleet managers. Reviews and coordinates on statements of work and performance requirements documents requiring government vehicles. Evaluates vehicular equipment for inclusion in Defense Property Accountability System (DPAS). Assigns work priorities and schedules vehicles and equipment for repair, inspections, and preventative maintenance based on consideration of shop capability and the requirements of the unit. Schedules and conducts maintenance planning meetings to refine and incorporate unscheduled maintenance requirements. Manages, formulates and performs analytical data reviews on a wide range of production indicators to assist in improving productivity or in determining causes of production delays. Serves as the primary vehicle account custodian, ensuring accuracy within the Defense Property Accountability System (DPAS) and other automated processing systems. Performs Materiel Control functions. Manages delayed parts, bench stock and working stock; Initiates, monitors and follows up on part requests. Checks, verifies and revalidates all parts requirements. Tracks Non-Mission Capable Status (NMCS) reportable vehicles by the mission capability (MICAP) reporting system. Manages Time Compliance Technical Orders (TCTO) program. Takes action to order and follow up on needed parts kits for each TCTO. Plans and schedules TCTO accomplishments within requirements. Manages vehicle Service Bulletin (SB) and Quality Deficiency Reporting (QDR) program in compliance with United States Air Force (USAF), Air National Guard (ANG), and local directives. Manages and audits cost data to ensure all materials are validated and properly charged. Participates as OJT Instructor in the Vehicle Management area.
Performs other related duties as assigned.

Qualifications

MILITARY GRADES: ENLISTED (E-2/Amn - E-7/MSgt)

Failure to obtain a compatible AFSC may result in termination of employment.

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS: Must have at least 24 months experience, education or training preparing job or work orders; scheduling various phases of projects into the production facility; following up to see if work is progressing as planned and arranging for adjustments in materials, machine processes, and work sequencing allowing for changes. Experience with current automation support programs to input data, provide status of equipment, and monitor job order status, monitor work priorities, requisition repair parts, track repair parts status, etc.

REMARKS: No PCS available. The military grade of the supervisor must equal or exceed the grade of personnel supervised. Sensitivity Level 2. Participation in direct deposit is mandatory.

Acceptance of a Technician position may result in the termination of your Selected Reserve bonus.

AREAS OF PRIORITY: In Accordance with MN National Guard Regulation 690-335 (Army) or 36-1 (Air), Applications will be forwarded to the selection official to conduct reviews by area of priority as listed below

Area 1: Current On-board Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.

Area 2: Current Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired at a sister component that is identified on the Position Vacancy Announcement (PVA), including onboard Title 5 employees that are also current members of MNNG; i.e. Army MNNG to Air MNNG, Air MNNG to Army MNNG.

Area 3: All Minnesota National Guard members currently assigned to the MNANG or to the MNARNG applying for a position within the component in which they are currently assigned. i.e. temporary technician or Traditional Guardsman.

Area 4: Currently assigned service members in other branches of the military outside of the Minnesota National Guard, to include those assigned to Active Duty, Reserve or other state's National Guard.

Area 5: All individuals able to and willing to become members of the Minnesota National Guard including prior service not currently assigned to a military component and non-prior service US civilians.

Candidates are considered on the basis of available information on their current application and supporting information that has been provided to this office. National Guard military (Part-time) service is considered as full-time experience when evaluated against the qualification requirements for a technician position. The applicant is credited with actual number of months the member has been in the National Guard if the experience is related.
