The incumbent will serve as a supervisor in the OHRS' Systems Management and Payroll Division, Payroll & Processing Branch overseeing & supervising the Agency's personnel/payroll coding and processing program.

Duties

Major Duties:

Personnel and Payroll:

  • Manages, administers, and maintains the Agency's personnel and payroll systems to ensure all employees are paid timely and personnel actions are coded and processed in an accurate and timely manner.
  • Provides expert advice and guidance in situations requiring the reconstruction of facts and actions that involve procedural, programmatic, or regulatory violations.
  • Compiles various statistics for use in tracking benefits and services for use in preparing periodic reports including rosters, separation tracking, unpaid reports, target promotions, SF-75 information, missing personnel actions, and various status reports.
Leadership:
  • Provides full technical and administrative supervision to a team of employees in the administrative and assistant occupations.
  • Manages staff performing headquarters and field pay and compensation functions where there is a requirement for knowledge of different pay plans, variety of pay actions and implementing payroll, personnel, and a variety of benefit actions.
  • Identifies and provides for training needs and finds ways to improve production or increase the quality of work within Branch.

  • Due to COVID-19, the SBA is currently in an expanded telework status. If selected, you may be permitted to temporarily telework from a location outside the official duty station described in this announcement.

Qualifications

Specialized Experience:
GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector having technical responsibility for executing the full range of personnel and/or payroll functions OR served as a line supervisor or lead of a staff of employees advising on complex personnel and payroll functions and implementing payroll and benefit initiatives. All of these responsibilities are of a complex or difficult nature and are wide ranging in scope.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled
