The JDAO is responsible for developing an overall strategy for judiciary data, ensuring compliance with data governance across all judiciary data, and providing analysis and reporting to meet statutory requirements.

This position will report to the Chief Data Officer in the Judiciary Data Analysis Office (JDAO), Data Management Division. The JDAO seeks a self-motivated professional Supervisory Information Technology Specialist to serve as the Chief of the Data Management Division. This position involves leading enterprise data management initiatives including managing projects, developing, and maintaining technical architecture(s), business intelligence applications, security and access control policies and procedures, and curation and support of other data related products and services. This is a high-profile, high-visibility position that requires collaborating with senior management officials and court personnel. This position demands strong leadership, superior communication, collaboration, and problem-solving skills. The incumbent will also be responsible for supervising a diverse team of federal and contractual staff.
The duties of this position include, but are not limited to:
Leading two branches within the Data Management Division - Architecture and Development Branch and Operations and Maintenance Branch. These branches are focused on developing, testing, deploying, supporting a broad range of data-oriented technology initiatives.
Performing full range of supervisory responsibilities including personnel actions, coaching, performance appraisals, and approvals of time and attendance for staff reporting directly to this position.
Working collaboratively with the Operations Chief of JDAO to develop, manage, track, and report on large, multi-million-dollar special ad-hoc projects including providing expertise in planning, acquisition, technical requirements, market research, drafting statements of work, cost estimations, proposal evaluations, and monitoring vendor performance.
Leading and managing JDAO's modernization efforts by architecting, developing, and maintaining cloud-based data management solutions using cloud native technology stack(s).
Implementing data-sharing, data-access, and data-transformation strategies through data and technology platforms and provide leadership in leveraging structured and unstructured enterprise data to advance data science capabilities of the office.
Serving as the point of contact to interface with partner offices that provide data to or request/access data from JDAO to better align with the judiciary enterprise data strategy.
Developing and presenting briefings, demos, and talks on both technical and non-technical subjects at conferences, committees, and/or working groups.

Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in All the following areas:
Providing strategic leadership and management for the continued development of an enterprise data warehouse including developing the processes for the consolidation and/or integration of multiple data warehouses and data marts;
Providing strategic leadership and management on data warehousing capabilities regarding structured, unstructured, and semi-structured data;
Providing strategic leadership and management of a division with multiple sub-divisions, and serving as the main point of contact with internal and external partners and/or customers of data warehouse, business intelligence, and/or other data products; and
Experience in data engineering, ETL, analytics & visualizations, data models, application architectures, and data management strategy.
Education
This position does not require education to qualify. However, a bachelor's degree (BA or BS) from a four-year college or university in computer science, business, or a related field is highly desired.
