Summary

The Facility Program Manager coordinates complex data management and information systems under the direction of the Chief Health Informatics Officer (CHIO) and in concert with clinical and administrative leadership within the Medical Center. A core part of this position requires investigating and solving complex computer-program and/or clinically driven data-related problems, either independently or in conjunction with people of various medical and information management backgrounds.

Help

The Facility Program Manager:

  • Responsible for assisting with data reporting and database applications development as required for facility support.
  • Assists in designing and developing regional tools and knowledge products, including surveys, databases, reports, database applications etc.
  • Prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation, and communication of work-related information to the supervisor.
  • Estimate and report to the team on progress in meeting established milestones and deadlines for completion of assignments, projects, and tasks, and ensure that all team members are aware of and participate in planning for achievement of team goals and objectives.
  • Applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve team effectiveness, efficiency and work products provides regular and timely reports on workload capture, resource utilization, and information management utilizing platforms such as SAIL and VERA.
  • Aids service analysts in ensuring the ability to identify metrics performing below benchmarked standards or falling below the upper or lower control limits of a statistically controlled models.
  • Maintains records, prepares project administrative and statistical reports, assures compliance with review process, and monitors compliance with program requirements.
  • Provides Lead accountability for the facility demands that cross multiple service lines, ensuring timely development, management, and processing of essential reports for business demands.
  • Trains or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks.
  • Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of program operations in meeting related goals and objectives.
  • Develops local data metrics and dashboards to monitor projects in progress or performance benchmarks of a project that is awaiting a charter or formal decision from executive leadership for action.
  • Works to coordinate with other internal reviewing service level Data Analysts regarding complex audits and internal/external reviews of a national concern.
  • Serves as coordinator for the implementation and verification of new packages, hardware, program development, enhancement, troubleshooting, and problem prevention.
  • Devises efficient templates to extract information from VISTA for clinical services and other Medical Center staff as required.
  • Serves as a member of local, VISN, and national groups with the goal of improving VA software's impact on patient care and data management.

Qualifications

Basic Requirements:
United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. The Pharmacist (Facility Program Manager) must be proficient in spoken and written English, as required by 38 U.S.C. § 7403(f).
Education.: Applicants must one of the following educational requirements:

  • (a) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. OR
    (b)
    Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
  • NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.
  • Loss of Licensure or Certification. Once licensed or certified, pharmacist must maintain a full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. Loss of licensure or certification will result in removal from the GS-0660 clinical pharmacist series and may result in termination of employment.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations GS-13: Experience. One year of creditable experience equivalent to the GS-12 grade level.
In addition to the experience above, the candidate must demonstrate all of the following Demonstrated Knowledge, Skills, and Abilities (KSAs) in their resume:
  1. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
  2. Expert understanding of regulatory and quality standards for their program area.
  3. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
  4. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
  5. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.

Physical Requirements: Work may involve prolonged standing and/or walking. Work involves lifting of weights up to 40 pounds. Incumbent will be subject to bending and stooping. Transportation of goods to and from pharmacy will be required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
