The major duties of the Health System Specialist (Precision Oncology Project Manager) include, but are not limited to:

  • Serve a key role in oversight, implementation, and management of large multi-site projects in a healthcare setting with direct impact on patient care.
  • Develop and use project management tools needed for implementation and project oversight to monitor and manage requests from various stakeholders and track and report out on project milestones related to oncology.
  • Development and use of tracking tools to monitor educational initiates and associated impacts on test update and use.
  • Work with supervisor and vendor(s) to standardize and fine tune existing comprehensive training programs associated with implementation and maintenance of molecular testing across VA facilities.
  • Strong interpersonal skills and ability to lead large training sessions virtually and address complex questions related to test offerings and program guidelines during and post training sessions.
  • Coordinate with the appropriate individuals or offices to develop proposals and supporting materials related to oncology and molecular testing for other presentation at conferences, meetings, hearings and other external activities and meetings as needed.
  • Reviewing and analyzing materials in coordination with the originating office(s), and/or developing materials as needed using available resources or subject matter expertise.
  • Briefs and advises senior management on agenda issues for activities and meetings and may represent the office at internal or external activities or meetings.
  • Coordinate and conduct analytical studies on operational processes, customer service processes, field issue topics, or related special projects.
  • Develops operational metrics to routinely measure success of various aspects of program success with iterative improvements made along the way because of continual analysis of program data, and work to automate these processes.
  • Develops communication plans, share point materials and decision documents representing the position of the organization on a variety of complex and sensitive issues impacting patient care.
  • Develop and use tracking documents needed to monitor educational initiates and associated impacts on test update and use.
  • Work closely with supervisor, Senior leadership and other SMEs to develop and organize training materials including but not limited to: power points, How to documents, data flow charts, FAQs and other general guidance documents used by all VA facilities implementing
    NPOP molecular testing.
  • Assist in the coordination and hosting of virtual trainings events, completing all steps required within an event management process, including scheduling, developing a formal agenda, managing any required contracts and all logistical items, disseminating information
    to attendees, hosting meetings virtually and sharing meeting notes and action items with the team.

Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/13/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: .
    • Serve as a Contracting Office Representative, working closely with leadership and VHA contracting office officials for contract development, posting, award and management.

    • Work side by side with supervisor and other subject matter experts (SMEs) in the development of contract management tools to ensure all objectives are brought forward and addressed with contractors providing molecular testing.

    • Serve as the conduit for information flow and management of assignments including data flow pipeline development, data template creations, many aspects of clinical services delivery, and training.

    • Monitor and manage incoming actions and requests from collaborative interactions with leadership and vendor(s) offering testing to track all actions for testing implementation and management.

    • Receive and monitors completed actions or responses; analyzes responses for completeness and accuracy against known policies and procedures; and ensures action or inquiry is closed out with the inquirer or office.

    • Work closely with senior management and others in implementing and evaluating policies, plans, and internal operational systems such as correspondence management, information tracking among pertinent offices and stakeholders, development of a quality assurance and monitoring program, proposing solutions to operational issues and internal/external communication flows.

    • Contact and engage frequently with staff at all levels to facilitate the work of the office related to a variety of operations focused assignments and projects initiated by senior leadership or program offices, or departmental offices.

    • Identify substantive issues, establish relative priorities, evaluate possible solutions and to track progress.

    • Develop standardized practices for the implementation and management of molecular testing to streamline processes internally and for providers using these services to treat patients.

    • Development of numerous forms of written documentation applicable to a variety of audiences supporting internal functions of central office and external needs of medical providers and support staff utilizing this molecular testing.
