Summary

About the Position: The incumbent is responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, remedial action, and direction of major projects executed in the environmental remediation program. These projects include design and cleanup of contaminated sites located at federal facilities located in the United States as well as support to other agencies within the government.

Help

The incumbent will serve as a Life-Cycle Project Manager, with overall responsibility for planning, scope development, design, oversight, and direction of important environmental projects. The incumbent is required to integrate sponsor/customer requirements and participation into a comprehensive project management plan that is fully coordinated with all contributing agencies and organizations, including various functional elements within the District; establish responsibilities and set expectations; control and manage the project budgets and schedules, assuring that District commitments to the sponsor/customer are met; and serving as the District's primary point-of-contact for sponsor/customer and other external agencies on assigned projects.

Qualification Requirements:
GS-11 Level: One year of Specialized Experience equivalent to the GS-09 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as: Experience with environmental project management such as remediation, conservation, environmental quality or munitions.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)

GS-12 Level: One year of Specialized Experience equivalent to the GS-11 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as: 1) Experience directing project management functions, such as integration and oversight of planning, design and implementation of facilities; 2) Experience with environmental project management principles and practices; 3) Experience ensuring that projects are within budget and on schedule.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-11 level, you may qualify if your education meets the definitions below (Transcripts must be submitted with application package). There is no substitution of education for experience at the GS-12 level.
