GAO's Contracting & National Security Acquisitions (CNSA) team is seeking an experienced professional to serve as a Senior Analyst (Space Acquisition); to serve as an individual contributor on an engagement team performing the full range of duties in support of GAO reviews, to include scoping and developing research designs and methodologies, conducting data collection and analysis, and participating in message development and product preparation. Engagements require specialized knowledge of one or more subject areas within the Team's purview such as: space-based systems and their associated ground systems (including intelligence, surveillance, and reconnaissance systems) and space launch vehicles. Duties include:

  • Collects and analyzes data from a variety of sources relating to space-based system acquisitions. Based on requests from congressional offices, selects, organizes, and presents factual information and analysis regarding such issues, organizing the material to properly identify biased information or data when it may affect the possible conclusions that may be drawn from the report. Dealing with voluminous and conflicting information, selects and analyzes material that will aid in defining problems and more clearly present the wide variety of issues; decides on form, content, scope, and depth of response; compares and presents options.
  • Performs as an individual contributor based on the incumbent's unique knowledge, skills, and abilities. Provides factual and analytical information in a clear, balanced, manner to use in a report to be submitted to Congress.
  • Judges authoritativeness of facts related to space-based system acquisitions. Analyzes them to discern interrelationships and decides on thoroughness of information to be used in the report.
  • Drafts segments of the written report and conducts indexing and referencing (fact-checking) to ensure validity of findings.
  • Serves as Analyst in Charge of an engagement team. Plays a major role in developing the scope and methodology for completing the project. Prioritizes the work to ensure milestones are met. Assigns work to team members to include expectations and deadlines for completing the assignment. Coaches, mentors and trains engagement team members.

Qualifications

Applicants must have at least one year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-13/Band IIA level in the federal service, or comparable experience in the private sector.

Specialized experience for this position is defined as demonstrated experience in analyzing federal acquisition programs, specifically in the space domain; applying quantitative and qualitative methods and theories; and developing, acquiring, or analyzing one or more of the following types of systems: space-based systems and their associated ground systems-including communications; positioning, navigation, and timing; environmental monitoring; scientific data gathering; and intelligence, surveillance, or reconnaissance systems-and space launch vehicles.
