Primary duties of this position are:

  • Responsible for supervision, direction, oversight, control, and coordination of Restoration Group programs within the lower Colorado River Multi-Species Conservation Program which include the following: developing immediate and long-range programs for ecological restoration project investigations and plans; restoration-related water reclamation initiatives; construction programs involving wetlands, fisheries improvements, backwaters, reforestation, revegetation, habitat restoration, and related programs.
  • Coordinates and implements environmental initiatives that emphasize restoration of natural ecosystems and habitats, including implementing the 2005 Biological and Conference Opinion on the Lower Colorado River Multi-Species Conservation Program (MSCP) issued by the United States Fish and Wildlife Service.
  • Represents and coordinates Reclamation input on, and review of, proposed restoration and MSCP conservation strategies and alternatives.
  • Develops and tracks detailed budgets for the Group and maintains a regional perspective on budgetary issues.

Qualifications

This is an interdisciplinary position that may be filed in any of the following series: General Engineer, GS-0801, Physical Scientist, GS-1301, or Natural Resource Specialist, GS-0401 depending on the qualifications of the selected candidate.

QUALIFICATIONS FOR GS-0801, GENERAL ENGINEER:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) 2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

QUALIFICATIONS FOR GS-0401, NATURAL RESOURCES SPECIALIST:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

2. Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

QUALIFICATIONS FOR GS-1301, PHYSICAL SCIENTIST:
1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

2. Combination of education and experience: education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education.

In addition to meeting the educational requirements above:

GS-13: In order to qualify for the GS-13 grade level, your resume must reflect one year of specialized experience equivalent in complexity and difficulty to at least the GS-12 grade level in the Federal service.

Specialized Experience for GS-13: Defined as experience leading a multi-disciplined team 1) planning, coordinating, and implementing the restoration of large tracts of land; 2) working with others to develop and execute partnerships for the restoration and enhancement of terrestrial and/or aquatic habitats; and 3) project management experience preparing and tracking budgets, creating timelines, preparing scopes of work/contracts/agreements, and technical report writing. Experience should demonstrate the ability to provide supervision, leadership, project management, and guidance to subordinate staff on terrestrial and/or aquatic habitats.

Supervisory Competencies: Applicants should possess proficiency or the potential to develop proficiency in the following competencies for successful performance of Federal supervisory work: (accountability, customer service, decisiveness, flexibility, integrity/honesty, interpersonal skills, oral communication, problem solving, resilience, and written communication). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. This position has a mandatory education requirement. Category rating and selection procedures will be used to evaluate applications from this announcement. If an applicant meets the basic qualification requirements, his/her on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of his/her experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified, 2) Well Qualified, and 3) Qualified. A three-phase process will be used to evaluate candidates for referral.

Phase 1: Applicants will complete an assessment questionnaire, which will take approximately 45 minutes to complete, and then will be given an interim score based on those responses. Application packages will be reviewed by Human Resources to ensure they meet eligibility and basic qualification requirements (see definition of specialized experience). If applicants meet eligibility and basic qualifications, they will continue to the next phase.

Phase 2: Candidates who were minimally qualified based on the assessment questionnaire identified in the first phase will advance to a structured resume review by Subject Matter Experts. Subject Matter Expert(s) will score resumes using a pre-determined scoring matrix based on the following competencies:

  • Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  • Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
Phase 3: Candidates will be given a final score which combines the scores from the first and second phases. Those candidates who score as best qualified will be referred to the selecting official for consideration. The selecting official may or may not contact you for an interview.
