Duties

Help

Serves as Chief of an Armed Forces Recreation Center, Army NAF Contracting Office, with responsibility for planning, managing, and executing a comprehensive acquisition program and performs contracting functions and contract administration. Scope of the program includes contract awards, contract administration and purchasing functions to include the purchase card program. Acquisitions include a variety of supplies, services, and construction. Incumbent exercises management control and provides technical and administrative supervision over employees engaged in the procurement and contracting for recurring, special and emergency requirements.Carries out delegated supervisory authorities and responsibilities, and provides team leadership. Through subordinates, plans and organizes the work to assure compliance with program objectives. Assigns work and establishes schedules, priorities, and deadlines. Keeps subordinates advised of management objectives and policies. Provides instructions and guidance on projects of unusually complex technical nature and develops and implements ways to eliminate or reduce significant bottlenecks and barriers, promote team building, or to improve the organization. Identifies need for additional training and development of employees in specific aspects of work and provides for such training.Makes decisions in matters pertaining to procurement regulatory guidance, methods of acquisition, and deviations from recognized procedures when required to meet peculiar circumstances or unprecedented transactions. Interprets and implements requirements imposed by higher authority involving regulations, laws, and good business practices. Presents recommendations to CAO/GM on long-range plans as a result of new or changed missions which impact the procurement program. Advises the CAO/GM and requiring activities on matters pertaining to acquisition issues, limitations, or permissive aspects of procurement laws, regulations, and various Army decisions. Reviews and evaluates the acquisition methods and contractual provisions and instruments for adequacy, accuracy, and validity. Performs evaluation of program accomplishments in relation to stated objectives and goals. Incumbent ensures that adequate internal control systems are developed and operative so that NAFI and Government resources are efficiently and effectively managed.Directs the utilization of all procurement methods with responsibility for assuming that applicable methods or techniques meet the circumstances. Develops and/or approves internal standing operating procedures for use within the contracting office and for customers. Makes final decisions on contracting technical matters. Performs the full range of supervisory personnel management duties. Performs other duties as assigned.

Qualifications


1. Minimum five years of extensive work experience in applying acquisition laws, contract principles, statues, Executive Orders, regulations and/or procedures applicable to pre-award and post award actions.
2. One year supervisory experience leading, teaching, and mentoring others.
3. Minimum five years of extensive work experience in procuring and administering contracts.

HQC:
- A Bachelor's degree which includes a minimum of 24 semester hours of business courses, Certified Professional Contracts Manager, Defense Acquisition Workforce Improvement Act Level II/III in contracting or other applicable professional contracting certification.
- A warranted Contracting Officer in services, supplies and construction.

Education
