Duties

Help
  • Stands a navigational watch, with responsibility for the overall safe operation of the vessel, plant and personnel while on board the unit.
  • Observes channel markers.
  • Supervises the work of approximately 9-30 subordinates employed in any of several occupations such as Second Mate, Deck Equipment Operator, Tender Operator, Pipelineman, etc.
  • Accomplishes supervisory functions in accordance with organizational EEO and Affirmative Action programs.
  • Exercises 24-hour responsibility for complete operation of all deck, pipeline, and dredging deck operations and maintenance requirements.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to sign a DA Form 7412, Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive Under the DOT, Federal Highway Administration Rules on Drug and Alcohol Testing.
  • The minimum U.S. Coast Guard license requirement for this position as follows: Master of Vessels not more than 1600 Gross Tons Western Rivers and Master of Towing Vessels Western Rivers.
  • The incumbent must maintain valid USCG licenses appropriate for the geographic operational reach of operation and for vessel size/tonnage.
  • Must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site specific, job related requirements, and must maintain this license.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Assistant Master Pipeline Dredge (DR) without more than normal supervision. Ability to perform common tasks which includes: 1) operating vessels such as towboats, tenders, self-propelled dredges and patrol boats, which operate on Mississippi River and/or tributaries; making and/or breaking up tows and performing channel operations 3) conducting fire, lifeboat, man-overboard drills, and safety inspections, and 4) conducting preventative maintenance and inspections. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen Out Element will result in an ineligible rating.

  • The work of this position is primarily sedentary in nature.
  • Work is primarily performed inside in an enclosed pilot house but also requires work outside of the pilot house, subjecting the incumbent of varying climatic conditions. Hazards include occasional danger of falling overboard; falls on slippery decks, in climbing steep stairways, and transiting rip-rap banks; and injury from moving machinery. The incumbent is subject to operating in inclement weather and in poor visibility.
