This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Security, Facilities and Logistics Operations, Business Operations Support Group (BOSG).

As a Supervisory Management Analyst, GS-0343-15, you will be the principle source of administrative policy development and provide advice to Group Directors and to the Director and Deputy Director of OSFLO and to the leadership of three other CMS components.

Help
  • The incumbent exercises managerial authority to set long-range goals and objectives, translates objectives into specific projects.
  • The Director serves as a technical expert and/or resource to CMS leadership, as well as other internal and external stakeholders, on issues related to policy direction, coordination, and support for business services.
  • Provides business operations support to leadership, including integrated tracking of projects; budget and procurement planning, operating plan management; human resource management, analysis, and workforce and succession planning.
  • Resolves unique and sensitive human resources problems or situations not covered by standard practices or procedures and for which there may be no precedent.
  • Collaborates with the Office of Acquisitions and Grants Management (OAGM), to develop and acquisition planning and timely execution of contract actions including oversight of inter/intra agency agreements to support business operations.
  • Develops policies and provide policy direction to OSFLO, the Office of Burden Reduction and Health Informatics (OBRHI), the Office of Strategy, Performance and Results (OSPR), and the Emergency Preparedness and Response Operations (EPRO).

In order to qualify for the GS-15 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:

1. Analyzing the effectiveness (i.e., efficiency, productivity) of business operations (administrative) or technical programs;
2. Directing or leading work related to human resource management, communications management, organization project tracking or correspondence control;
3. Developing budget policies and plans to implement and enforce conformance of budget program goals; AND
4. Preparing analytical written documents such as procedures, guidance, briefings, or reports to be delivered to managers..

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
