Duties

Help
  • Supports fully all Emergency Support Function (ESF) Planning and Response Teams (PRTs), and any other functional team, within LRD with inherent knowledge, skills, and abilities.
  • Assesses emergency situations to determine recommendations for course of action and resources to commit.
  • During emergency operations, using the CAT, responsible for preparing, coordinating and providing Situation Reports and developing and presenting Senior Executive level and other related briefings.
  • Develops operational plans and procedures for District activities supporting EOP.
  • Assesses emergency situations to determine recommendations for course of action and resources to commit.
  • Conducts training for the district?s various partners such as states and local governments.
  • Develops and defends annual budget for the EOP and executes the program toward accomplishment of its goals
  • Reviews and approves responder travel orders, vouchers and any disaster related billings, ensuring propriety and correctness for funds reaching into several million dollars.
  • Acts as liaison for and with the District elements, coordinating with them and plans and training as relate to emergency operations.
  • Develop leadership in others through coaching, mentoring, rewarding, and guiding others

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
  • Incumbent must submit a Financial Disclosure Statement OGE-450 upon entering employment.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Incumbent will be required to remain readily accessible during potential emergency conditions to commence work quickly and to serve on 24 hour call.
  • Position may be filled as a temporary promotion/reassignment NTE 13 months by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a max of five years, and MAY BE made permanent without further competition.
  • Position may be filled as a term appointment NTE 13 months, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a max of six years with the potential for an extension beyond six years up to eight years.
  • This position requires a SECRET security clearance.

Specialized Experience GS-12: One year of specialized experience which includes leading the development of plans or projects designed to improve the efficiency or productivity of an organizations' emergency management program; monitoring or assisting in developing a budget or segments of a budget; administering emergency-related activities or assisting in performing emergency-related activities during periods of high stress and crisis situations; and utilizing software packages that include electronic mail, calendars, word processing, presentation documents, spreadsheets, and financial systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
