Summary

This position is part of the U.S. International Development Finance Corporation (DFC), Office of Development Policy (ODP). As a Development Policy Monitoring and Clearance Manager, you will be responsible for managing the intake of every potential DFC investment into ODP's review process for environmental, social, and economic risks and projected development impact. The position will also oversee ODP's process for monitoring investments and will conduct data analysis on ODP's workflows.

Duties

Help

  • Oversee the intake program for clearances of potential DFC transactions (referred to as the "request for clearance"). This includes liaising with investment transaction teams from across DFC to ensure completeness of required information, communicating any red flags on social or environmental impact to colleagues within ODP, coordinating the assignment of analysts to review the files, and handling the technological processing to move requests for clearance into files for ODP analysts to begin work.
  • Coordinate ODP's monitoring activities of DFC-supported investments.
  • Continually assess the request for clearance program and the monitoring program for efficiency and effectiveness and prioritize needed improvements. Design and implement changes to the programs to enhance their effectiveness and communicate these changes to all affected parties across DFC.
  • Collect and analyze data on ODP's clearance and monitoring workflows to inform agency stakeholders.

Qualifications

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability to 1) participate in process improvement for an organization, including knowledge management efforts (i.e. knowledge creation/identification, storage, and sharing); 2) analyze quantitative and qualitative data and draft reports to identify and resolve operational issues; 3) develop and maintain a system for the electronic storing and tracking of legal, compliance and/or policy documentation; and 4) serve as a liaison for internal and external stakeholders.

Note: Education is not substitutional at this grade level.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
