This position is located in the United States Property and Fiscal Office (USPFO) in Phoenix, Arizona. The purpose of the position is to: Plan, manage and direct the daily Commercial Traffic Management Program for both equipment and passenger movements; develop traffic management programs for both peacetime and wartime; provide technical traffic management advisory services; establish operating requirements; and formulate local commercial traffic management policies. Incumbent may be appointed as the Container Management Officer and as the Assistant Contracting Officer Representative (ACOR).

Qualifications
Specialized Experience: Must have at least 24 months experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement.
Education
