Duties

Help
  • Responsible for the development and implementation of grants management policies and procedures.
  • Responsible for the execution phase of the Institute's extramural budget for all grant and fellowship support mechanisms.
  • Act as liaison with NIH, DHHS, and grantees concerning policy and procedures.
  • Prepares correspondence to grantees and coordinates Institute responses to Congressional and grantee inquiries concerning the administration and management of the grants program.
  • Exercises signatory responsibility ensuring that awards are made in accordance with provisions of applicable Federal statutes and regulations, as well as DHHS policies.
  • Plans and assigns work to subordinates based on priorities, and the capabilities of employees.
  • Evaluates work performance, gives advice, counsel or instruction to employees on both work and administrative matters.
  • Identifies developmental and training needs, providing or arranging for needed development and training.
  • Develops and implements ways to improve management processes, promotes team building, and improves business practices.

Qualifications

You qualify at the GS-15 level, if you meet one of the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: managing all phases of work performed on a daily basis to individuals engaged in the full grants management process from review of the funding opportunity announcement, receipt of application through final closeout; interpreting complex grants administration rules, policies and procedures to include those of the Freedom of Information Act and Privacy Act; providing guidance to resolve complex and controversial post-award problems surrounding the monitoring of grants and cooperative agreements; providing expert advice to senior staff to include business management strategies, processes and systems, and in administrative and business guidance (e.g., policies, procedures) that govern grant programs and grant processes: providing leadership and oversight to support grants administration programs.
