The Office of the Inspector General (OIG) in the U.S. Department of Justice (DOJ) is a statutorily created independent entity that works to prevent fraud, waste, abuse, and misconduct in DOJ programs, and to promote economy and efficiency in those programs. In carrying out its audit mission, the OIG issues products, such as reports, advisories, briefings, and congressional testimonies with recommendations focused on improving the effectiveness and efficiency of DOJ programs in support of the agency's mission. The Office of Quality Assurance provides training, support, and assistance to Senior Management and audit offices in areas of: (i) quality assurance reviews of a comprehensive range of audit projects, including performance audits, financial audits, review and examination level attestations, innovative report presentations such as surveys and web-based dashboards, and external peer reviews of other Government agency audit activities; (ii) collaboration with other OIG divisions and liaison with other OIG staff, as it pertains to ensuring the quality of audit and other innovative products; (iii) preparation and maintenance of quality assurance reporting and development of policies and procedures; and (iv) administrative functions that include: information validation, management reporting, training, human capital management and personnel activities, performance measurement, and budget and funding for quality assurance operations.

The incumbent is the Office Director who reports to the Deputy Assistant Inspector General (DAIG) for Audit, and is responsible for directing, managing, and supervising the Office's permanent and detailed staff, operations, and strategic focus. Specific responsibilities include, but are not limited to:

  1. Directs the preparation and development of peer review reports that accurately and completely present results of reviews and contain appropriate recommendations to improve audit operations. Sets short-term priorities and directs the development, preparation and completion of annual quality assurance planning, internal Audit Standards Quality Assurance Reviews and related project initiatives.
  2. Establishes performance standards to be used in the development of staff performance plans. The position is responsible for the supervision of a group of specialists at the GS-13 and GS-14 levels. Assigns work with required time frames; provides expert counsel to team members on unique, complex, and ambiguous areas; directs work review and analysis; checks progress of work; reviews, accepts, modifies or rejects work as well as ensures that quality assurance initiatives are performed and reviewed within established time requirements, and in accordance with Government Auditing Standards and internal policies; and recommends changes in team composition as appropriate.
  3. Supervises team members with diverse functional and technical expertise and must use discretion when assigning work based on factors such as: team member background, unique skills or limitations, expertise, priorities, and assignment availability.
  4. Directs subordinates' review efforts that comprehensively assess Audit Division operations on an ongoing basis. Provides advice and counsel to subordinates on work and administrative matters.
  5. Provides expert advice on planning quality assurance efforts and performing evaluations of compliance pertaining to Government Auditing Standards and other policies impacting the Audit Division. Advances program objectives through application of sound planning and evaluation concepts and practices, recommending meaningful changes or directions in plans and programming, and utilization of funds. Maintains a prioritized and balanced inventory of quality assurance audit projects. Identifies cross-cutting and systemic issues impacting compliance with Government Auditing Standards and prepares annual reports on compliance with standards. Informs all parties of significant events and changes as they occur.

Qualifications

In order to qualify for the GS-15 grade level applicants must possess at least one year (52 weeks) of specialized experience at least equivalent to a GS-14 position that has equipped you with the particular knowledge, skills, and abilities to perform the duties of the position successfully. Examples include expertise in government auditing standards; federal audit practices and program evaluation; quality assurance principles, practices, and techniques; ability to organize, plan, direct, and review the work of project teams; and expertise in management policies, procedures, program planning, and administration.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).
