Summary

The position is located in the United States Department of Agriculture (USDA), Agricultural Research Service, Travel Policy and Systems Branch. The incumbent provides advice and support to customers and senior management of one or more of the following entities on matters relating to local, domestic, and international travel; relocation; and travel card programs.

CANDIDATE will be required to report to the USDA George Washington Carver Ctr in Beltsville, MD office up to three (3) days per week.

Duties

Help
  • Works with the Supervisory Financial Specialist and other staff in the coordination of the activities related to all the travel activities. Serves as the key contact and provides technical support and guidance on travel and related issues.
  • Uses software systems to load, update, correct, research, data-mine, and maintain Area data related to travel.
  • Examines, evaluates, and under the guidance of the supervisor or designee, recommends alternative means of meeting travel requirements for unusual situations, i.e., interrupted travel due to illness or family emergencies and unplanned foreign travel.
  • Uses the General Services Administration (GSA) Federal Travel Regulations (FTR) to manage the travel and relocation activities.
  • Serves as the contact for registrations for conferences which involves ensuring the accurate completion of required forms.
  • When costly items such as real estate expenses are authorized, works with supervisor or designee in performing cost analysis by calculating relocation entitlements under various scenarios.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for this position are:

AT THE GS-07:
Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.

  • Ability to understand and interpret Federal travel regulations and guidelines and related systems to work with and guide prospective travelers, including relocation and travel card usage; coordinating foreign, domestic, or local travel; responding to inquiries concerning travel; maintaining travel records or travel software. OR
Superior Academic Achievement in a bachelor's degree curriculum directly related to the work of the position. To qualify for superior academic achievement, you must have ONE of the following: (1) standing in the upper third of your college class or major subdivision at the time you apply; (2) grade point average of B (3.0 on a 4.0 scale) or its equivalent for all courses completed, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; (3) B+ (3.5 on a 4.0 scale) or its equivalent for all courses completed in a related discipline, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; OR (4) election to membership in one of the national honorary scholastic societies that meets the requirements of the Association of College Honor Society; OR

Substitution of education in lieu of specialized experiencefor the GS-07 level: One (1) full year of progressively higher level graduate education leading to a degree in a field related to the position; OR

A combination of education and experience as described above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:

  • Educational Experience (ACWA), Mathematical Skills (ACWA), Rating (ACWA), Social Organizations (ACWA), and Work Experience (ACWA)
