Duties

Help

Management Support duties comprise 40% of incumbent's time and include but are not limited to:

  • Assists with management support for shipboard recreation personnel.
  • Assists with departmental preparation for safety, CNIC standards inspection, hurricane and force protection drills and developing departmental internal controls.
  • Performs general administration and record keeping.
  • Prepares procurement documents, for both Appropriated fund (APF) and Non-appropriated fund (NAF).
  • Designs shipboard fitness spaces.
  • Prepares computerized records and files.
  • Provides on-board support to ships including briefs and equipment assistance.
  • Receives, issues and stores recreation and fitness equipment within a warehouse using a ladder, forklift, pallet jack or manpower.

Equipment Maintenance duties comprise 40% of incumbent's time and include but are not limited to:

  • Provides input into the ordering of electronics, small recreation gear, fitness equipment and fitness spare parts.
  • Drives vans and/or pickup trucks to deliver equipment to afloat units, completing necessary paperwork and Navy forms.
  • Logs all transactions and disbursements.
  • Performs and teaches employees on ships how to repair and maintain fitness equipment.
  • Provides assistance to ships in the process of disposal of ship and DFS equipment.
  • Performs the repair and maintenance of equipment; issues and assists with disposal of ship fitness equipment.
  • Assists with the coordination of fitness repair workshops, prepares repair kits and repairs computerized disks (CDs) for deploying ships.

Administrative duties comprise 10% of incumbent's time and include but are not limited to:

  • Maintains computerized inventory of all parts, recreation gear and fitness equipment for CNIC reporting, tracking age of equipment and for reorder purposes.
  • Prepares naval messages, 1149s, 1348s, Standard Operating Procedures (SOPs), updates ship pre-arrival information and creates boarding packets.
  • Prepares reports, duplicates material, attends meetings and completes training as required by the department and CNIC Deployed Forces Support requirements.
  • Completes all departmental Equal Employment Opportunity, Sexual Harassment, Computer Security, Anti-Terrorism, Afloat Management Course, Ethics, Safety and other mandated training as required.

Outreach duties comprise 10% of incumbent's time and include but are not limited to:

  • Assists the Deployed Forces Manager in delivering Morale, Welfare and Recreation (MWR) program information via digital, hard copy and verbal methods to the shipboard community.
  • Facilitates fleet participation in departmental activities and programs.
  • Provides arrival briefs to U. S. afloat units as well as foreign ships on arrival. (Some language barriers are encountered in this process and ship arrivals occur at all times of the day and evening, weekends and holidays.)
  • Provides pre-deployment briefs upon request for families of deploying ships.

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.

  • A valid State driver's license is required to operate motor vehicles.

  • Must complete the Afloat Recreation Program Management (ARPM) Course and obtain qualifications as a course manager, if required.
  • Must have or be able to obtain the following certifications within the first 60 days of employment: First Aid, Cardio Pulmonary Resuscitation, Forklift Operator.

Qualifications

One year of specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.

Specialized experience must demonstrate the following:

Knowledge of the principles, concepts and techniques of recreation, Navy policies, organization and administration in order to provide direct assistance on a daily basis to fleet units. Knowledge of policies and procedures regarding the expenditure and accountability of Appropriated and Non-appropriated funds. Knowledge of functional areas or recreation program accounting, auditing, procurement, general program administration, and funds management. Knowledge of the maintenance and repair of fitness equipment. Knowledge of exercise equipment suitable for shipboard use. Skill in designing shipboard fitness spaces. Skill in both written and oral communication to communicate with homeported and visiting afloat commands, various managers of NAVTSA Mayport, MWR Department personnel and members of the local communities to arrange for recreational activities for the fleet. Skill in the use of common computer applications such as: word processing, database, spreadsheet and desktop publishing. Ability to maintain a clear and accurate database. Ability to represent the department and speak in front of both small and large groups.

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
