QUALIFICATIONS:As a basic requirement, applicants must demonstrate technical and professional competence as described in the Mandatory Professional Credentials/Technical Qualifications section below and executive leadership capabilities as described in the Executive Core Qualifications (ECQs) of the SES listed below. Typically, experiences of this nature will have been gained at or above the GS-15 grade level or its equivalent in federal service, or with state or local government, private industry, or nongovernmental organizations.

MANDATORY PROFESSIONAL CREDENTIALS AND TECHNICAL QUALIFICATIONS:
Mandatory Professional Credentials:
The position requires comprehensive, professional knowledge of Federal trade regulation and consumer protection laws and regulations. Graduation from an accredited law school and current possession of a bar membership which permits the practice of law in the United States are required.
Mandatory Technical Qualifications (should not exceed two pages per qualification):
MTQ1 - Demonstrated experience in consumer protection, data security, emerging privacy issues, and privacy practices affecting consumers, and how they are applied in the agency's operations. Must also understand and have experience with rulemaking.
MTQ2 - Demonstrated experience in safeguarding consumers' privacy; investigating breaches of data security; working to prevent identity theft and aiding consumers whose identities have been stolen; and implementing laws and regulations for the credit reporting industry.
MTQ3 - Demonstrated experience in managing, leading, and supervising personnel, managing allocated financial resources, strategic planning, program evaluation, human resources management, and contract negotiations and management.
EXECUTIVE CORE QUALIFICATIONS: All applicants must submit written statements describing accomplishments that would satisfy the ECQs. You must respond to all ECQs and address each one separately, as failure to do so will result in a rating of 'ineligible' for the position.
