Duties

Help

As a SAFETY AND OCCUPATIONAL HEALTH MANAGER (TITLE 5),GS-0018-11, you will perform work in a broad range of ground safety program elements such as, inspections/surveys, evaluations, mishap investigations, advisory safety services to tenant organizations and safety training.

Major Duties - This is NOT an all-inclusive list:

  • Use a wide variety of formal training materials to provide and/or reinforce information related to safe work practices, accident prevention techniques, and mishap reporting requirements.
  • Identify and evaluate potential risks, conducts accident investigations, prepares guides or instruction, educates employees in safe operating practices or techniques, and coordinates activities with other safety and occupational health specialists as necessary in the discharge of their responsibilities.
  • Resolve safety and occupational health problems by planning and coordinating activities in conjunction with supervisors and employees to control or eliminate hazards.
  • Conduct follow-up inspections to ensure violations and hazards are corrected.
  • Evaluate compliance with construction safety standards and devise innovative hazard control measures applicable to new building construction and industrial modifications.
  • Plans, schedules, and conducts periodic inspections and evaluations for the following: Facilities, equipment, operations to include munitions maintenance, loading/unloading explosives, missile handling, weapons firing ranges, combat training, sited explosives storage area, operational explosives storage locations and identifies deficiencies in the programs and variances to the standards using a comprehensive knowledge of regulations, standards, procedures, methods, and techniques to determine compliance with occupational safety and health regulations, DOD explosives safety standards and AF regulations.
  • Determine risk assessment of the hazardous processes/conditions identified; and determines applicable methods and procedures for controlling or eliminating hazards.
  • Manage risk assessment methods and techniques for evaluating low safety and occupational health risk areas.
  • Plan and perform work within a framework of applicable instructions, policies, formal and on-the-job-training experiences, and accepted safety and occupational health practices.
  • Independently plan, design, and carry out programs within the framework of applicable laws.
  • Plan alternative courses of specialized action to resolve hazardous conditions and unsafe working practices.
  • Analysis of high safety risk activities in a field with constantly changing hazards.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the unit is closed or delayed reporting, and remain on duty during phased or early release.
  • May require travel in military and/or commercial aircraft to perform temporary duty assignments.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • The work may require the incumbent to drive a motor vehicle; if so, an appropriate valid driver's license is mandatory.
  • May be required to wear special protective clothing such as coats, boots, vests, gas masks, and/or helmets and may be exposed to high levels of noise such as aircraft engines.
  • Participation in direct deposit is mandatory.

Qualifications

SPECIALIZED EXPERIENCE: Must possess an Undergraduate degree with a Major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Twelve months experience must be equivalent to the GS-09 level.

Examples of qualifying specialized experience include:

Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.
